As early as January 1, 2017, a decree on the introduction of professional standards applicable to all employees performing their direct duties in Russian educational institutions will come into force.

It is quite natural that certain requirements will also be presented to the heads of educational institutions, but they have not yet been approved, and exist in a draft version. And this automatically means that they can change. According to analysts, the main difficulty in compiling a professional standard for a manager educational organization is that in various institutions (schools, kindergartens, colleges, etc.) there are a wide variety of competencies that should also be taken into account when drawing up an official document.

Why do we need a professional standard for the head of an educational organization

According to experts, this document can be attributed to the most controversial in modern Russian history. The fact is that it began to be developed back in 2013, but due to various detailed reasons, its adoption and approval were constantly postponed.

At the moment, there is no final data as to when the document will officially enter into force. Nevertheless, given the fact that the teacher's professional standard will begin to be officially used in regulatory documents from January 1, 2017, many analysts expect that the requirements for the management of educational institutions will be finalized by this date.

Initially, the requirements for the leadership of educational institutions were the usual recommendations that could be ignored. But, starting from July 2016, this documentation will gradually be introduced into the domestic education system, and in the near future it will become mandatory not only for institutions subordinate to government bodies, but also for structures managed by private individuals.

The very appearance of this documentation is not surprising. The fact is that many of the norms of the ETKS, CEN, etc., which were in force earlier, are no longer comparable with modern realities and are outdated. This has led to the fact that they simply do not reflect the current situation in the field of education. You can often encounter a problem when conflicts arise regarding people who are put at the head of an educational organization, but whose competence in these matters raises great doubts.

According to many domestic politicians, education is an area where state control should be present at all stages of education. And an important element of this control is the determination of the requirements that are put forward to those people who fulfill their professional duties in this area.

In order to change the situation in the field of education, a draft professional standard was developed. The head of an educational organization must meet all the requirements specified in the document in order to be able to fulfill his duties as a leader. In addition, at the official level, this standard will consolidate specific job responsibilities and management skills that any head of an organization in the field of education should possess.

Special attention is paid to functions that must be clearly performed in accordance with the requirements of the current legislative framework. By the way, according to many experts, it is precisely this question causes the greatest number of disputes, since the competence of the heads of educational institutions of various types inherently have a lot of differences, which must be displayed and recorded without fail.

Nevertheless, there is already a preliminary version of the professional standard for the head of an organization in the field of education, which in the near future has every chance of becoming an official document that is mandatory for everyone. However, there is still no official information about the final date of adoption of the standard, and therefore it can be expected that the document will be finalized.

Experts argue that the adoption of this document will solve a lot of problems in the domestic educational environment. Which in last years became more active. The approved standard is expected to help achieve the following key objectives:

  1. The qualification skills of managers will be improved, which will certainly affect the quality of management of an educational institution in a positive direction.
  2. All educational organizations will be under the vigilant control of the state, which will help to quickly solve problems that arise in this industry and prevent the occurrence of critical situations.
  3. Russian education will rapidly develop in all directions.
  4. A qualified leader will be able to significantly increase the quality indicator of education, achieving maximum interaction of all participants in the educational process.

What does the professional standard contain?

Since the professional standard of the manager has not yet been approved, at the moment it exists in a template form, approved in accordance with the order of the Ministry of Labor of the Russian Federation No. 147n. dated April 12, 2013. After its adoption, the project was not edited, and currently has the same look and structure.

In accordance with the order of the Ministry of Labor, the standard must contain several key parts:

  • Common data. It indicates the classification of the profession according to the OKZ and OKVED codes, and also determines the specific type professional activity;
  • Main functionality. This part indicates the specific functions that should be performed by managers, but this list is generalized;
  • Characteristics of the manager's functions. This section is a kind of continuation of the above paragraph, but here, in a more extended and refined version, specific requirements for the key functions of an official are indicated;
  • Information about those organizations, institutions and structures that were directly involved in the development of the document, until the moment it was noticed at the highest legislative level and approved as a project document by order of the Ministry of Labor No. 147n. dated April 12, 2013.

In accordance with the established standards, the first section of the document includes the official title of the position (head educational institution) and a list of goals that the official must achieve. It is worth noting that this section for managers of institutions of various types is almost the same, and differs only in the OKVED coding, according to which the activities of managers can be divided into several groups:

  • Code 85.11, corresponding to the head of the preschool education institution;
  • Code 85.12-85.14, which is used for establishments general education(primary, secondary and basic);
  • Code 85.21 relating to secondary vocational education (colleges, schools, etc.);
  • Code 85.22.1-85.22.3, provided for establishments providing higher education;
  • Code 85.23 - regulating the training of specialists with higher qualification skills;
  • Code 85.30 considering professional education;
  • Code 85.41, appropriate for continuing education;
  • Code 85.42, according to which conditions are determined for obtaining auxiliary education that helps in the performance of basic professional duties.

The second and third sections of the professional standard for the deputy head of an educational organization (as well as for the direct head) are essentially complementary. Here, special attention is paid to the specific functions that will be assigned to the official involved in the management of the organization.

Generalized functions are presented in the following form:

  1. Direct tasks that must be performed under the leadership of the organization.
  2. Activities and actions related to professional development institutions to provide higher quality educational services.
  3. Competent management of all resources (both tangible and intangible) that are on the balance sheet of the organization.
  4. Implementation of tasks that will increase the quality and value of research, scientific, educational and production activities within a particular institution.
  5. Active interaction with state and municipal authorities, foreign educational institutions and other counterparties that are involved in the activities of the educational institution.

As regards individual labor functions, then given the difference in the competence of the leadership in a particular institution, they are considered separately. However, there are conscientious characteristics that a teacher must meet in order to take a leadership position. This is about:

  • Mandatory presence of a diploma of completed higher education in the profile;
  • On the passage of vocational training;
  • Participation in the work of special programs aimed at improving qualification skills and abilities (at least once every three years);
  • The presence of scientific degrees, published scientific and research works (for the management of universities).

In addition, these sections also provide for the official titles of senior positions. At the moment, there are 4 of them - the head, the director, the head and the rector. However, controversial points often arise on this issue, so analysts do not exclude that in the future this list may be supplemented before the professional standard of the head is finally approved at the all-Russian level.

Based on the foregoing, we can conclude that the introduction of a professional standard will help modernize and improve the Russian educational system, which will positively affect not only the qualifications of teaching staff and managers, but will also significantly improve the quality level of the system as a whole.

What is the professional standard of an executive secretary?

The process of preparation and approval of professional standards has been going on for several years. Initially, these documents were of the same advisory nature as the qualification guides of the EKC (for specialists) and ETKS (for working professions). However, since July 2016, the situation has changed: new articles of the Labor Code of the Russian Federation came into force, and now professional standards have gained the force of regulations.

Other documents of this kind include professional standard of the secretary. It is an official description of the work functions performed by this specialist, as well as an indication of what kind of knowledge, education and work experience are required for each of them. In addition, the professional standard also contains information on the coding of the work of the secretary by occupation (OKZ) and types of economic activity (OKVED). This information can be very useful for statistical accounting.

By describing the qualifications required of a secretary, the professional standard thus serves several purposes:

  • Unifies the requirements for secretaries. As a result, it becomes easier to determine what exactly employees in this position in different organizations should do.
  • Sets guidelines for the system of vocational education. As a result, various educational establishments or courses that prepare secretaries can immediately orient students to exactly what is really required of them when applying for a job.

What parts does the professional standard of a secretary consist of?

Like any other documents of this kind, professional standard No. 447, approved for secretaries of managers, has the following structure:

  1. General information about the type of activity and its main purpose.
  2. Functional card for the activities of the secretary.
  3. Characteristics of individual professional functions assigned to this specialist.
  4. List of organizations that took part in the preparation of the professional standard.

And now let's consider the content of the main sections, with the exception of the last one, in more detail.

General information included in the professional standard

First section professional standard of the secretary of the head includes exactly the basic information about what specific activities the secretary should be engaged in. In particular, here are:

  • classification according to OKZ and OKVED.

Functional secretary card

The second section is a functional map, that is, a description of generalized labor functions with specific responsibilities included in them. For each of them, the professional standard establishes the required level (or sublevel) of qualification required from the employee. Levels are encoded according to the system adopted for professional standards, depending on the complexity of the function - from 3 to 6.

The professional standard establishes the following generalized functions for the secretary of the head:

  1. Organizational support for the work of the organization as a whole.
  2. Documentation support.
  3. Ensuring the activities of a specific person managing the organization.
  4. Analytics and administrative support for this person.

Functions are listed in ascending order of complexity and skill level required.

Characteristics of individual functions

Each of the generalized functions is decomposed into a number of more specific ones, and the third section of the professional standard is devoted to their description. So, for example, the organizational support function of the company as a whole includes:

  • receiving phone calls and distributing them to recipient employees;
  • work with visitors who came to the organization;
  • coordinating and ensuring the work of the organization.

However, this is not all. The fact is that the structure of the professional standard provides that in addition to the general listing of functions for each of them, it is indicated what specific labor actions the secretary must perform. In particular, the function of coordination and support mentioned above is decomposed into the following types actions:

  • keeping logs of movements and trips of employees;
  • coordinating the work of couriers and drivers;
  • compiling information about sidings and routes.

At the same time, for each specific function additionally, it is also indicated what kind of knowledge and skills the secretary should have. These volumes intersect for different functions (for example, knowledge business ethics is required almost always), but thanks to this structure of the professional standard, it is easy to figure out what exactly can be required from a secretary in various cases.

In addition to characterizing the functions, the third section of the professional standard has one more necessary feature - it additionally indicates the following information for each of the generalized functions:

  1. About the possible titles of positions that a secretary can hold.
  2. about educational requirements.
  3. About the required work experience.

For simple functions, only a secondary education and a vocational training program are required from a secretary. However, starting with the generalized function of ensuring the activities of the head, the professional standard already provides for higher education not lower than a bachelor's degree (although secondary vocational education is also allowed). But there is no longer any choice for analytical and administrative support: the secretary in this case is required to have only a higher education.

As for the necessary seniority, it is not required for the secretary providing the organization as a whole. But in the case when he performs the duties of an assistant manager, the requirements become tougher:

  • for the function of organizational and documentary support of the head, at least 2 years of experience is required precisely as a secretary;
  • for analytical and administrative support - for at least 3 years, however, any work related to the area in which the organization operates is sufficient here.

The professional standard establishes the following job titles (in ascending order of qualification requirements):

  1. Secretary-administrator.
  2. Clerk.
  3. Head Secretary.
  4. Assistant manager.

Possible names should be considered when compiling staffing and preparation of personnel documents. Professional standards for a secretary since 2016 become mandatory, and their observance in cases where it is provided for by the Labor Code of the Russian Federation will be monitored. 3 EXPERT'S WORD Preparing for the introduction of a professional standard The professional standard for the head of an educational organization is planned to be adopted in July-August 2016. Currently, its structure has been determined, work is underway on the text: specific labor actions, skills and knowledge of the head, requirements for heads of organizations of different levels of education are specified. The preparation of the standard is carried out by a working group formed from employees of the Ministry of Education and Science of Russia, FIRO, NRU HSE, the Union of Far Eastern Professional Education, experts from other organizations in Moscow, Yaroslavl and Vologda, including school directors. The main target setting, which they are guided by, is to make the standard clear and understandable for future users. In formulating the provisions of the standard, the members working group take into account the comments of the Ministry of Labor of Russia, wishes left on the FIRO website, additions and comments proposed as a result of public discussions.
