In accordance with Part 11 of Article 13 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in Russian Federation”(Collected Legislation of the Russian Federation, 2012, No. 53, Art. 7598; 2013, No. 19, Art. 2326) I order:

1. Approve the attached Procedure for the organization and implementation of educational activities for additional professional programs.

The procedure for organizing and implementing educational activities for additional professional programs

1. The procedure for organizing and carrying out educational activities for additional professional programs (hereinafter referred to as the Procedure) establishes the rules for organizing and carrying out educational activities for additional professional programs by organizations engaged in educational activities.

2. present order is mandatory for organizations of additional professional education; educational organizations higher education, professional educational organizations, organizations providing training ( scientific organizations or other legal entities) (hereinafter jointly - the organization).

3. The following persons are allowed to master additional professional programs: persons with secondary vocational and (or) higher education; persons receiving secondary vocational and (or) higher education.

4. The organization provides training in an additional professional program on the basis of an education agreement concluded with the student and (or) with an individual or legal entity who undertake to pay for the training of the person enrolled in the training.

5. The content of additional professional education is determined by the educational program developed and approved by the organization, unless otherwise established by the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" and others federal laws, taking into account the needs of the person, organization, on the initiative of which additional professional education is carried out.

6. Additional professional education is carried out through the implementation of additional professional programs (training programs and professional retraining programs).

The implementation of the advanced training program is aimed at improving and (or) obtaining new competencies necessary for professional activities, and (or) raising the professional level within the existing qualifications.

The structure of the advanced training program should contain a description of the list of professional competencies within the framework of the existing qualification, the qualitative change of which is carried out as a result of training.

The implementation of the professional retraining program is aimed at obtaining the competence necessary to perform a new type of professional activity, acquiring a new qualification.

The structure of the professional retraining program should include:

characteristics of the new qualification and related types of professional activity, labor functions and (or) skill levels;

characteristics of competencies to be improved, and (or) a list of new competencies formed as a result of mastering the program.

8. The content of the additional professional program being implemented must take into account professional standards, qualification requirements specified in qualification guides for relevant positions, professions and specialties, or qualification requirements for professional knowledge and the skills needed to perform official duties, which are established in accordance with federal laws and other regulatory legal acts of the Russian Federation on public service.

9. To determine the structure of an additional professional program and the complexity of its development, a system of credits may be used. The number of credits for an additional professional program is established by the organization.

The structure of the additional professional program includes the goal, planned learning outcomes, curriculum, academic calendar, work programs of subjects, courses, disciplines (modules), organizational and pedagogical conditions, attestation forms, assessment materials and other components. The curriculum of the additional professional program determines the list, labor intensity, sequence and distribution of subjects, courses, disciplines (modules), other types learning activities students and forms of certification.

10. The professional retraining program is developed by the organization on the basis of established qualification requirements, professional standards and the requirements of the relevant federal state educational standards secondary vocational and (or) higher education to the results of mastering educational programs.

11. The learning outcomes under the professional retraining program must correspond to the results of mastering the main professional educational programs, and are also aimed at acquiring a new qualification that requires a change in direction (profile) or specialization within the framework of the training direction (specialty) of previously received professional education, must be determined on the basis of professional competencies of the relevant federal state educational standards, educational standards.

12. The forms of training and the terms for mastering an additional professional program are determined by the educational program and (or) the agreement on education. The term for mastering an additional professional program should ensure the possibility of achieving the planned results and obtaining a new competence (qualification) declared in the program. At the same time, the minimum allowable period for mastering advanced training programs cannot be less than 16 hours, and the period for mastering professional retraining programs - less than 250 hours.

13. An additional professional program may be implemented in whole or in part in the form of an internship.

The internship is carried out in order to study best practices, including foreign ones, as well as to consolidate the theoretical knowledge gained during the development of professional retraining or advanced training programs, and to acquire practical skills and abilities for their effective use in the performance of their duties.

The terms of the internship are determined by the organization independently based on the objectives of the training. The duration of the internship is agreed with the head of the organization where it is held.

The internship is of an individual or group nature and may include activities such as:

independent work With educational publications;

acquisition of professional and organizational skills;

study of the organization and technology of production, work;

direct participation in planning the work of the organization;

work with technical, regulatory and other documentation;

performance functional duties officials (as an interim or understudy);

participation in meetings, business meetings.

Based on the results of the internship, the trainee is issued a qualification document depending on the additional professional program being implemented.

14. When implementing additional professional programs, an organization may apply a form of organizing educational activities based on the modular principle of presenting the content of an educational program and building curricula, using various educational technologies, including distance learning technologies and e-learning.

Individual training curriculum within the limits of the additional professional program being mastered is carried out in the manner established by local regulations organizations.

15. Additional professional programs are being implemented educational organization both independently and through network forms of their implementation.

16. The educational process in the organization can be carried out throughout the calendar year. The duration of the academic year is determined by the organization.

17. Educational activities of students provide the following types training sessions and academic work: lectures, practical and seminar classes, laboratory work, round tables, master classes, workshops, business games, role-playing games, trainings, seminars on the exchange of experience, on-site classes, consultations, the performance of attestation, diploma, project work and other types of training sessions and educational work determined by the curriculum.

For all types of classroom studies, the academic hour is set to 45 minutes.

18. When mastering additional professional programs of professional retraining, it is possible to offset academic subjects, courses, disciplines (modules) mastered in the process of previous training in basic professional educational programs and (or) additional professional programs, the procedure for which is determined by the organization independently.

19. The development of additional professional educational programs ends with the final certification of students in a form determined by the organization independently.

Persons who have successfully mastered the relevant additional professional program and passed the final certification are issued qualification documents: a certificate of advanced training and (or) a diploma of professional retraining.

The qualification indicated in the qualification document gives its holder the right to engage in certain professional activities and (or) perform specific tasks. labor functions for which, in accordance with the procedure established by the legislation of the Russian Federation, mandatory requirements for the availability of qualifications based on the results of additional professional education are determined, unless otherwise established by the legislation of the Russian Federation

Persons who have not passed the final attestation or who have received unsatisfactory results at the final attestation, as well as persons who have mastered part of the additional professional program and (or) expelled from the organization, are issued a certificate of training or of the period of study according to a model independently established by the organization.

The qualification document is issued on a form that is protected from forgery by printing products, the sample of which is independently established by the organization.

20. When mastering an additional professional program in parallel with obtaining secondary vocational education and (or) higher education, a certificate of advanced training and (or) a diploma of professional retraining is issued simultaneously with the receipt of the corresponding document on education and qualifications.

21. The assessment of the quality of mastering additional professional programs is carried out in relation to:

compliance of the results of mastering the additional professional program with the stated goals and planned learning outcomes;

compliance with the procedure (process) for organizing and implementing an additional professional program established requirements to the structure, procedure and conditions for the implementation of programs;

the ability of the organization to effectively and efficiently carry out activities to provide educational services.

22. The assessment of the quality of mastering additional professional programs is carried out in the following forms:

internal monitoring of the quality of education;

external independent assessment of the quality of education.

The organization independently establishes the types and forms of internal assessment of the quality of the implementation of additional professional programs and their results.

The requirements for internal assessment of the quality of additional professional programs and the results of their implementation are approved in the manner prescribed by the educational organization.

Organizations on voluntary basis can apply procedures independent evaluation quality of education, professional and public accreditation of additional professional programs and public accreditation of organizations.

The content of the additional professional program being implemented must take into account professional standards, qualification requirements specified in the qualification reference books for the relevant positions, professions and specialties, or qualification requirements for professional knowledge and skills necessary for the performance of official duties, which are established in accordance with federal laws and other regulatory legal acts of the Russian Federation on public service.

Part 9 of Article 76 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2012, No. 53, Art. 7598; 2013, No. 19, Art. 2326).

The curriculum of the additional professional program determines the list, labor intensity, sequence and distribution of academic subjects, courses, disciplines (modules), other types of educational activities of students and certification forms.

Clause 9 of Article 2 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2012, No. 53, Art. 7598; 2013, No. 19, Art. 2326).

10. The professional retraining program is developed by the organization on the basis of the established qualification requirements, professional standards and the requirements of the relevant federal state educational standards of secondary vocational and (or) higher education for the results of mastering educational programs.

Part 10 of Article 76 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2012, No. 53, Art. 7598; 2013, No. 19, Art. 2326).

12. The forms of training and the terms for mastering an additional professional program are determined by the educational program and (or) the agreement on education. The term for mastering an additional professional program should ensure the possibility of achieving the planned results and obtaining a new competence (qualification) declared in the program. The internship is of an individual or group nature and may include such activities as: independent work with educational publications; acquisition of professional and organizational skills; study of the organization and technology of production, work; direct participation in planning the work of the organization; work with technical, regulatory and other documentation; performance of functional duties of officials (as a temporary acting or understudy); participation in meetings, business meetings. Based on the results of the internship, the trainee is issued a qualification document depending on the additional professional program being implemented.

14. When implementing additional professional programs by an organization, a form of organizing educational activities can be applied, based on the modular principle of presenting the content of the educational program and building curricula, using various educational technologies, including distance learning technologies and e-learning.

Part 3 of Article 13 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2012, No. 53, Art. 7598; 2013, No. 19, Art. 2326). Training according to an individual curriculum within the framework of an additional professional program being mastered is carried out in the manner established by the local regulations of the organization.

18.   • compliance of the procedure (process) for organizing and implementing an additional professional program with the established requirements for the structure, procedure and conditions for the implementation of programs;
  • the ability of the organization to effectively and efficiently carry out activities to provide educational services.
22. The assessment of the quality of mastering additional professional programs is carried out in the following forms:
  • internal monitoring of the quality of education;
  • external independent assessment of the quality of education.

The organization independently establishes the types and forms of internal assessment of the quality of the implementation of additional professional programs and their results.

The requirements for internal assessment of the quality of additional professional programs and the results of their implementation are approved in the manner prescribed by the educational organization.

Organizations on a voluntary basis can apply the procedures for an independent assessment of the quality of education, professional and public accreditation of additional professional programs and public accreditation of organizations.

The organization provides training under an additional professional program on the basis of an agreement on education concluded with the student and (or) with an individual or legal entity that undertakes to pay for the training of a person enrolled in training, or at the expense of budgetary appropriations from the federal budget, the budgets of the constituent entities of the Russian Federation.

The content of additional professional education is determined by the educational program developed and approved by the organization, unless otherwise established by the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation" * (2) and other federal laws, taking into account the needs of the person, organization, on whose initiative additional professional education is carried out. * (3)

characteristics of the new qualification and related types of professional activity, labor functions and (or) skill levels;

characteristics of competencies to be improved, and (or) a list of new competencies formed as a result of mastering the program.

8. The content of the additional professional program being implemented must take into account professional standards, qualification requirements specified in the qualification reference books for the relevant positions, professions and specialties, or qualification requirements for professional knowledge and skills necessary for the performance of official duties, which are established in accordance with federal laws and other regulatory legal acts of the Russian Federation on public service * (7) .

9. To determine the structure of an additional professional program and the complexity of its development, a system of credits may be used. The number of credits for an additional professional program is established by the organization * (8) .

The structure of the additional professional program includes the goal, planned learning outcomes, curriculum, academic calendar, work programs for subjects, courses, disciplines (modules), organizational and pedagogical conditions, attestation forms, assessment materials and other components * (9) . The curriculum of the additional professional program determines the list, labor intensity, sequence and distribution of academic subjects, courses, disciplines (modules), other types of educational activities of students and certification forms.

10. The professional retraining program is developed by the organization on the basis of the established qualification requirements, professional standards and the requirements of the relevant federal state educational standards of secondary vocational and (or) higher education for the results of mastering educational programs. * (10)

12. The forms of study and the terms for mastering an additional professional program are determined by the educational program and (or) the agreement on education.*(11) The term for mastering an additional professional program should ensure the possibility of achieving the planned results and obtaining a new competence (qualification) declared in the program. At the same time, the minimum allowable period for mastering advanced training programs cannot be less than 16 hours, and the period for mastering professional retraining programs - less than 250 hours.

13. An additional professional program may be implemented in whole or in part in the form of an internship.

The internship is carried out in order to study best practices, including foreign ones, as well as to consolidate the theoretical knowledge gained during the development of professional retraining or advanced training programs, and to acquire practical skills and abilities for their effective use in the performance of their duties.

The terms of the internship are determined by the organization, independently based on the objectives of the training. The duration of the internship is agreed with the head of the organization where it is held.

The internship is individual or group and may include activities such as:

independent work with educational publications;

acquisition of professional and organizational skills;

study of the organization and technology of production, work;

direct participation in planning the work of the organization;

work with technical, regulatory and other documentation;

performance of functional duties of officials (as a temporary acting or understudy);

participation in meetings, business meetings.

Based on the results of the internship, the trainee is issued a qualification document depending on the additional professional program being implemented.

14. When implementing additional professional programs by an organization, a form of organization of educational activities can be applied, based on the modular principle of presenting the content of the educational program and building curricula, using various educational technologies, including distance learning technologies and e-learning. * (12)

Education according to an individual curriculum within the framework of an additional professional program being mastered is carried out in the manner established by the local regulations of the organization * (13) .

15. Additional professional programs are implemented by the educational organization both independently and through network forms of their implementation * (14) .

16. The educational process in the organization can be carried out throughout the calendar year. The duration of the academic year is determined by the organization.

17. The educational activities of students provide for the following types of training sessions and training work: lectures, practical and seminar classes, laboratory work, round tables, master classes, workshops, business games, role-playing games, trainings, experience exchange seminars, on-site classes, consultations, performance of attestation, diploma, project work and other types of training sessions and training work determined by the curriculum.

For all types of classroom studies, the academic hour is set to 45 minutes.

18. When mastering additional professional programs of professional retraining, it is possible to offset academic subjects, courses, disciplines (modules) mastered in the process of previous training in basic professional educational programs and (or) additional professional programs, the procedure for which is determined by the organization independently.

19. The development of additional professional educational programs ends with the final certification of students in a form determined by the organization independently.

Persons who have successfully mastered the relevant additional professional program and passed the final certification are issued qualification documents: a certificate of advanced training and (or) a diploma of professional retraining. * (15)

The qualification indicated in the qualification document gives its holder the right to engage in certain professional activities and (or) perform specific labor functions, for which, in accordance with the procedure established by the legislation of the Russian Federation, mandatory requirements for qualifications based on the results of additional professional education are determined, unless otherwise established by the legislation of the Russian Federation

Persons who have not passed the final attestation or who have received unsatisfactory results at the final attestation, as well as persons who have mastered a part of an additional professional program and (or) are expelled from the organization, are issued a certificate of training or a period of study according to a model independently established by the organization.

The qualification document is issued on a form, the sample of which is independently established by the organization.

20. When mastering an additional professional program in parallel with obtaining secondary vocational education and (or) higher education, a certificate of advanced training and (or) a diploma of professional retraining are issued simultaneously with the receipt of the corresponding document on education and qualification * (16) .

21. The assessment of the quality of mastering additional professional programs is carried out in relation to:

compliance of the results of mastering the additional professional program with the stated goals and planned learning outcomes;

compliance of the procedure (process) for organizing and implementing an additional professional program with the established requirements for the structure, procedure and conditions for the implementation of programs;

the ability of the organization to effectively and efficiently carry out activities to provide educational services.

22. The assessment of the quality of mastering additional professional programs is carried out in the following forms:

internal monitoring of the quality of education;

external independent assessment of the quality of education.

The organization independently establishes the types and forms of internal assessment of the quality of the implementation of additional professional programs and their results.

The requirements for internal assessment of the quality of additional professional programs and the results of their implementation are approved in the manner prescribed by the educational organization.

Organizations on a voluntary basis can apply the procedures for an independent assessment of the quality of education, professional and public accreditation of additional professional programs and public accreditation of organizations.
