The Yekaterinburg Employment Service, the City Employment Bureau, was established in 1988. Six employees of the bureau collected information about the availability of vacancies at enterprises and organizations of the city, sent citizens to work, taking into account their desires, their qualifications and work experience, kept records and registered citizens who applied to the bureau and citizens who got a job.

The employment center of the city of Yekaterinburg includes five departments.

1. The director of the employment center approves the structure and staffing within the limits of the established wage fund and the maximum number of employees; submits to the Ministry for approval an estimate of income and expenses for the maintenance of the employment center; without a power of attorney, acts on behalf of his organization, issues orders and gives instructions that are mandatory for all employees of the employment center; submits to the Minister proposals on the draft annual plan and forecast indicators of the activity of the employment center, as well as a report on their implementation.

Directly subordinate to the director of the EPC are two structural divisions - the accounting department and the registration and employment department, as well as four specialists separately allocated according to functional characteristics: deputy director, head of the analysis department, social benefits specialist and database administrator.

Chief Accountant He reports directly to the director of the employment center. The chief accountant provides management of the department financial statements, is responsible for the timely and full use of funds allocated from the federal budget, the maintenance of financial statements and their timely submission to higher and regulatory authorities. The accounting department is working on the accrual and payment of unemployment benefits, scholarships during the period of vocational training in the direction of the employment center, material assistance to unemployed citizens, material support to citizens employed in jobs organized with the assistance of the employment center as part of measures to promote employment.

The head of the department for registration and employment of unemployed citizens is directly subordinate to the director of the employment center, manages and coordinates the activities of the department, monitors the implementation by specialists of the department of labor and employment legislation, and compliance with work technologies developed and approved by orders of the Federal State Social Protection Fund. The Registration and Employment Department includes a Career Guidance and Vocational Training Specialist, an Employer Relations Specialist, an Initial Recruitment Specialist and two Lead Inspectors for Re-Admission of Citizens, Job Seekers and the Unemployed.

The Deputy Director interacts with the administration of the Leninogorsk municipal district and employers of the district in order to organize public works, organize temporary employment for unemployed citizens who have difficulty finding work, unemployed citizens aged 18 to 20 from among graduates, institutions of primary and secondary vocational education, job seekers for the first time, minor citizens aged 14 to 18 years in their free time from study. The Deputy Director organizes work to promote self-employment of unemployed citizens, participates in the preparation of proposals for the formation of programs that provide for measures to promote employment of the population, organizes work to assist citizens in resettlement to work in rural areas, takes part in the implementation of programs that provide for measures to promote employment of the population on the territory of the Leninogorsk municipal district, including programs to promote the employment of citizens at risk of dismissal, as well as citizens experiencing difficulties in finding a job, takes part in the formation of proposals for financing measures to promote employment of the population and social support for unemployed citizens, the maintenance of an employment center.

Local administrator computer network is directly subordinate to the director of the employment center, carries out work on support, administration information systems used in the work of the employment center, installation of a new software and updating the existing one. Responsible for the smooth operation of computer and network equipment, timely elimination of emerging failures and errors in the software, takes measures to prevent them.

Speaking about the financing of the employment service, it should be noted that annually there is an increase in the volume of funds to ensure the activities of these institutions. So, as of January 01, 2015, according to the report from the budget execution, 28 million rubles were allocated for the maintenance of the institution. The amount of funds allocated for the maintenance of the GKU "Center for Employment of the City of Leninogorsk" is sufficient, financing is carried out on the basis of the actual need for the costs of institutions. With such funding, 86% of the budget allocations allocated by the municipalities for the maintenance of the employment service are spent on priority expenses (wages and utility bills). Only 14% of budgetary funds are directed to ensure the statutory activities and strengthen the material and technical base.

In order to achieve the goals of the activity, a linear-functional management system with block differentiation of functional links was built in the GKU "Center for Employment of the City of Leninogorsk", when links of a functional-linear type are introduced (deputy heads for a set of functions) and differentiation of functional links is carried out for these blocks. The GKU Center for Employment of the Population of Tuymazy was chosen as the base for undergraduate practice. The duration of the undergraduate practice is 4 working weeks, which run from April 20, 2016 to May 17, 2016.

The object of study of the practice is the GKU Center for Employment of the Population of Tuymazy.

The subject is a practical introduction to the legal framework for the activities of the State Public Institution Employment Center.

The purpose of the internship is to familiarize with the legal framework and management activities of the GKU Center for Employment of the Population of Tuymazy.

Practice objectives:

Familiarization with the activities of the GKU Center for Employment of the Population of Tuymazy;

Analysis of the organizational structure of the GKU Center for Employment of the Population of Tuymazy;

Studying legal support activities of the GKU Center for Employment of the Population of Tuymazy;

To get skills independent work on the analysis of financing of the State Public Institution of the Center for Employment of the Population of Tuymazy;

Selection and systematization of material for the preparation of the report.

During the internship, the following main stages were passed:

Familiarization with the instructional material, departments of the institution;

Familiarization with the ongoing financing of the institution;

Collection of materials provided by the assignment for practice.

The structure of the report consists of an introduction, 4 main chapters, a conclusion, a list of references and appendices.

The information base consists of: enterprise reporting, the Charter of the GKU CZN of Tuymazy, regulations in the field of regulation of employment, the Law of the Russian Federation "On Employment in the Russian Federation", the Administrative Regulations of the Federal Service for Labor and Employment, Government resolutions.

Brief description of the State Public Institution Center for Employment of the Population of Tuymazy

In accordance with the order of the Chairman state committee Council of Ministers of the RSFSR on the use labor resources dated June 27, 1969 No. 55, in the city of Tuymazy, the Bureau for Employment and Public Information on the needs of enterprises, construction sites and organizations for workers and employees under the Office of the Council of Ministers of the BASSR on the use of labor resources was organized (order on the Office of the Council of Ministers of the BASSR on the use of labor resources No. 136-K dated September 17, 1969).

Since 1990, the Bureau for Employment and Information of the Population has been renamed the Center for Employment, Retraining and Career Guidance of the Population.

On the basis of the Decree of the Council of Ministers of the Bashkir SSR No. 141 of 06/05/1991 "On the establishment of a state employment service in the Bashkir SSR", on the basis of the Tuymazinsky center for employment, retraining and career guidance of the population, the Tuymazinsky city employment center was created (order No. 41 of July 24, 1991 year of the Republican Office for Employment of the Goskomtrud of the Bashkir SSR).

In accordance with the order of the Ministry of Labor and Employment of the Republic of Belarus No. 103-0 dated 03.10.1996 "On the ordering of names structural divisions Ministry of Labor and Employment of the Republic of Belarus "Tuymazinsky City Employment Center was renamed the Employment Center of the city of Tuymazy. The Regulations on the Employment Center of the city of Tuymazy were approved on December 27, 1996.

In connection with the introduction of amendments and additions to the order dated October 26, 1998 No. 18-o “On the admission of organizations to the system of the Ministry”, the Employment Center of the city of Tuymazy was renamed the Employment Center of the city of Tuymazy and the Tuymazinsky district, (order of the Ministry of Labour, Employment and Social protection of the population of the Republic of Belarus dated 08.07.1999 No. 162-o).

The GKU Center for Employment of the Population was taken under the jurisdiction of the Ministry of Labor, Employment and Social Development of the Russian Federation (Order of the Ministry of Labor and Social Development of the Russian Federation dated January 11, 2001 No. 31-rk). On 16.02.2001 the head of the administration issued a decree registering a new Charter of the GKU Employment Center.

On the basis of the order of the Federal Service for Labor and Employment of November 29, 2004 No. 40 of the GKU, the Employment Center of the city of Tuymazy and the Tuymazinsky district was renamed the GKU Employment Center of the city of Tuymazy. Provides assistance to citizens in ensuring self-employment (entrepreneurship).

He studies the labor market, develops a city employment program and finances its implementation within his competence.

The Tuymazy Employment Center provides services not only for citizens who are looking for work, but also for city enterprises. Provides organizations with the following services:

Provide assistance in the selection of the necessary employees;

Provides advice to business managers on issues within the competence of the employment center;

Provides information on the state of the city's labor market;

Participates in the creation of additional jobs at the expense of the city employment fund;

Conducts professional diagnostics of heads of departments and chief specialists.

The tasks of the Tuymazy Employment Center are to assist in solving the problems of employment of the population, their employment and forecasting jobs. The Employment Center plays the so-called role of an intermediary between the employee and the employer, is an important structure in the city responsible for resolving issues of employment of citizens and recruitment for enterprises of all forms of ownership. It also makes the necessary forecasts for the employment of the population, to represent the real situation on the city's labor market, about possible layoffs at the city's enterprises, or, conversely, about a decrease in unemployment. The role of the Center is also to prevent the appearance of changes in the labor market, and measures to prevent excessive unemployment, to prepare places for "newly minted" unemployed citizens at enterprises or organizations of the city.

Thus, the Tuymazy Employment Center from the beginning of its formation employs citizens released from enterprises or organizations, graduates, as well as citizens experiencing difficulties in finding a job, helps in retraining personnel, and accompanies the development of private entrepreneurship.
