Stimulation of reading, revival and development of interest in the book among all segments of the population is an urgent task of society and, first of all, libraries, as cultural institutions directly called upon to popularize the book.
The program is a generalization of the work of structural units to encourage reading and is organically combined with a number of author's programs implemented in the library:

As a rule, a routine process of cultural production takes place within cultural institutions. The life of cultural initiatives and projects is short, but they are responsible for modernization and development.

Today, the very concept of "project" has become extremely blurred. System design in its most general form is understood as a special, conceptually substantiated and technologically supported activity to create an image of the desired future system - a project for the development of an organization (system, subsystem). Design is not fundamentally new in management practice, but at the same time it is now referred to as management technologies XXI century, as involving the ability to adapt to rapidly changing socio-economic conditions.

There are many definitions of the term "project". Translated from Latin, "project" means "thrown forward", that is, a forward look at any activity. Library projects are social non-commercial projects in the field of providing more complete and better access to information for the population. Libraries conduct project activities both at their own expense and by attracting additional funding. The sources of the latter are local governments, as well as numerous organizations and foundations engaged in charitable activities and allocating grants (money amounts) for the implementation of projects.

In librarianship, the project is aimed at the effective use of new information and library technologies and available library resources. For a modern library, it is a means of managing, planning and determining the main directions for using resources.

The emergence of project management was facilitated by the elimination of the planning and distribution system in Russia, the formation of legal regulation, the decentralization of management, the changes that have taken place in the psychology of managers, and, of course, the development of computer technology.

In relation to librarianship, project management is the art of managing people's efforts to use resources using the achievements of modern science, information technology to successfully achieve project goals in terms of results, cost, time and quality.

I must say that there is some confusion in the terms "project" and "program" and quite often these concepts are used as synonyms, and, say, "program" is called a concept, and vice versa. There is either a narrowing of the concept, hence the so familiar “summer reading programs” appear to all of us, or an expansion, and then a comprehensive program can be called a megaproject.

The concept forms the basis of the long-term policy of library development in the region. It allows all employees and interested parties to have a single, holistic view of the basics of the content of the institution's activities, it is a benchmark against which the entire logic of the institution's activities is checked. On its basis, all programs and projects regulating activities are built.

A project can exist in two forms:

In both the first and second cases, the project is, as it were, a local program focused on overcoming or preventing various kinds of problems through meaningful and structural changes in the socio-cultural environment and in the main areas of a person’s life, creating conditions for successful self-realization of a person by optimizing his lifestyle, forms and ways of its interaction with the environment.

Any project is a complex of interrelated works, for the implementation of which appropriate resources are allocated and certain deadlines are set. A project is a one-time activity that:

One of the concepts of design technology is "project management". Project management is a field of activity in the course of which clear goals and objectives of the project are determined and achieved on the basis of planning the nature and scope of work, resources, taking into account the time spent. A key factor in project management is having a clear, predetermined plan.

Social design is one of the leading methods of modern organization of social life, management of society; this is the construction of an action aimed at achieving a socially significant goal and localized in place, time and resources.

Project development involves the use of extrabudgetary financial receipts by library institutions. At the same time, resource assistance comes to the library through the channels of attracting excess funds, which do not involve the sale by the library of specific results of its activities. Such extra-budgetary receipts are also called non-operating (that is, not related to the main activity).

Non-operating sources of additional resource income can be internal (using the library of its own capabilities) and external (participation in project and program competitions, grants from charitable and public foundations and organizations, sponsorship contributions).

The receipt of external non-sales sources of additional funds can be provided with the help of fundraising, since it is this area of ​​library activity that involves the search and accumulation of finance for the implementation of non-commercial projects. It is non-commercial projects that form the basis of the project activities of libraries.

Thus, design is the process of creating a project, which is characterized by the fact that its main idea is designed for an ideal result (the ideal nature of the action) and it is aimed at implementing this idea in the future. Design has general patterns, stages and stages with certain specifics depending on the type of project, design area. Since it is a way of changing reality, design is a creative activity.

It also requires from a person not only professionalism and knowledge of all the nuances when performing actions for its implementation, but also the ability to analyze in advance the features of the area in which the project will "live", assess the need for designing the selected activity.

The implementation of the project is seen as simpler, since for success it is enough to achieve the goals by a certain period of time. The program is just a hypothesis (the fight against alcoholism or drug addiction), which must be confirmed in practice. Not always interconnected projects and their successful implementation lead to a change in state, and the result may turn out to be completely unpredictable.

Thus, the program is a broader concept that includes a set of projects. The terms for the implementation of the program are broad, those of the project are specific and measurable. The project is implemented when the planned activities are completed by the specified date. The result of the program is a change in state, an impact on the situation, i.e. even its partial implementation can be successful, and the resulting effect can exceed all expectations. The implementation of the program is more difficult than the implementation of the project, since all components of the task need to be coordinated.

Activity planning is an important part of library management. In addition to strategic planning, libraries are engaged in long-term and tactical planning of specific areas of their activities. It is at this level that the project approach is applied.

Project activity unites, organizes and disciplines the team. This is a mutual understanding of common goals and objectives, mutual assistance in the implementation. These are the visible results of the work of a team of like-minded people. IN creative process without coercion, not only library staff, but also readers and citizens are involved.

Changes in the social context, technological progress, international integration processes of educational policy give grounds to state a special situation in the development of reading in the world at the present stage.

At the same time, the pedagogical potential of reading, its educational and teaching functions, determined by the goals, content, methods of organization and evaluation of achievements, are of fundamental importance for us.

Obviously, at present, the culture of reading is allocated to the sphere of pedagogical interests that are not localized in the field of primary, secondary and higher education, subject education or correctional pedagogy. In a practical sense, it is important to design and test the tools for ensuring the socio-pedagogical conditions for the development of reading at different levels of the cultural and educational society. In solving this problem, the experience of a systematic approach in creating the educational environment of the School of Reading Culture is interesting.

Reading is an open, complexly organized hypersystem, the main structural components of which are: text, reader and society. At the same time, we consider motivation as a system-forming factor that determines the overall dynamics of the development and functioning of the system.

In the conditions of a modern school, an educational environment can be created in which the culture of reading is the basis, tool and stimulus for the overall successful development of the child. An example of a systematic approach to solving this problem is the implementation of the "School of Culture of Reading" over-subject programs.

The target setting of the program is the development and implementation of a system of socio-pedagogical support for the development of a culture of reading in schoolchildren in the context of educational and extracurricular activities. Such goal-setting involves a comprehensive solution of the following group of tasks, due to a differentiated approach to all potential participants:

One of the main social institutions capable of solving the problems of attracting people to reading and promoting quality reading are public libraries that combine the traditional culture of communication with books and new information technologies.

Libraries use a variety of methods to draw attention to the book and reading, but domestic practice also convincingly proves that this process is most effective when libraries use program-project methods.

The advantages of these methods:

· By presenting clearly formulated and detailed programs or projects that offer ways and methods for solving problems that are relevant to the state and society (namely, these are the problems of reading today), libraries have the right to count on their funding;

As a rule, programs are formed, supported and coordinated at the interstate, state, regional, municipal levels of government. However, the program itself, as a rule, cannot serve as a basis for funding, since it does not bring a quick and noticeable social effect. In connection with the crisis of reading in our country and its consequences, in 2007 the National Program for the Support and Development of Reading in the Russian Federation for 2007-2020 was adopted. This is the first program, the implementation of which should help to significantly change the attitude towards book and reading culture in society and government structures and become the start for the systematic and logically consistent formation and implementation of an effective national policy in the field of support and development of reading. The Program states that the success of the National Program for the Support and Development of Reading depends on the effectiveness of concretization and implementation of its provisions at the level of various regions of Russia and taking into account the peculiarities of their sociocultural development. Nevertheless, work in this direction is underway, and libraries of all levels are actively developing their own programs and projects. Due to the importance of this kind of activity, departments specializing in the development and implementation of library programs and projects are being created in a number of central regional and city libraries. For several years, the President of the Russian Federation every year devotes to one or another topical area in order to attract public attention to it. 2014 was the Year of Culture, 2015 was the Year of Literature, 2016 was declared the Year of Cinema. Often library projects to promote reading are timed around these themes. Separate regions of Russia, focusing on the need to resolve local issues, announce their themes of the year.

With the support of the Ministry of Culture, in order to popularize books and reading among children and youth, to revive interest in the work of the modern classic of Russian children's literature V. P. Krapivin in 2016, the regional literary and educational project "The Year of Vladislav Krapivin in the libraries of the Sverdlovsk region" is being implemented in the Sverdlovsk region ". It would seem that the classification of projects is purely theoretical. However, there is also an important practical aspect. It is the classification characteristics that enable the library itself to prioritize the choice of one or another type of design. It is obvious that the variety of listed project classification features only emphasizes the large number of tasks solved by libraries.

The program and design activities of libraries make it possible to master the most promising areas, to become an accessible center of communication for the population. The work of libraries on programs and projects allows them to purposefully work in various areas, including the promotion of reading and books, in cooperation with various interested organizations - social partners.

Program and project activities of libraries in modern conditions can be considered as an effective mechanism for developing the creative activity of the library community, improving forms and methods social partnership and attracting new sources of funding for the development of libraries.

Where libraries are thoughtful and creative in developing library programs and projects, there are real results. And librarians have the opportunity to hold their events, provide library services to the population with better quality, with the involvement of modern technologies and resources.

Saratov State University (former Imperial Saratov Nikolaev University) is one of the oldest universities in Russia. It was founded on September 3, 1909. From September 1909 to July 1910, the university library was located in one room of the merchant Zamotkin's house at 1 Nikolskaya Street (now Radishcheva Street - the building has not been preserved). Over the past 10 years, the library has implemented about 30 social projects, including those associated with non-stationary activities - on the road, in parks and squares, in rural settlements. 2.2 Goals, objectives, results and schedule of activities

At present, mass cultural events often turn into official events with annoying loud music, with intrusive ways to attract the attention of the crowd. Traditional forms of popularizing reading also have little effect on activating interest in the book. The Department of Periodicals (OPI) (Head of the Department Popov Alexander Vladimirovich) wants to offer new model summer cultural leisure, where the main symbols will not be the performance of stars, a gala concert, but a simple image of a person reading, which will slightly change the usual look of Universitetskaya Street. Our event will be held on the most prominent place in Saratov - Universitetskaya street, where main character- a walking person with a book, who, as part of a walking program, can be unobtrusively enlightened and entertained, and who needs to communicate with himself, with others, with culture. And the most beautiful corner of Saratov, where beauty, history, architectural monuments are concentrated, which should become a symbol of reading Saratov. Here people will be able not only to walk, take pictures, but also flip through albums, look at old books, get acquainted with new books, secondhand books, antiques, and photo exhibitions. An important component of reading Saratov is quiet live music performed by professional musicians and amateurs. The surroundings of Saratov University, its internal and external environment are conducive to holding, including open events. This is reflected in Appendix 1.

Thus, during the implementation of the project, the goal is to ennoble the traditional and favorite type of summer leisure of the townspeople - "walking along Universitetskaya Street" by introducing scientific and popular science books, intellectual recreation, "live" instrumental music, simple and calm forms of communication. This will strengthen and develop a positive urban tradition. Like most educational institutions of the Russian Federation, Saratov University also faces the problem of attracting and retaining a contingent of students, promoting professions. Therefore, in addition to the problem of promoting reading, it is important to focus on promoting the prestige of study, education, etc.

The project assumes functioning during the summer period and will mean the organization of sites for intellectual leisure and education.

Target audience of the project(quantitative and qualitative characteristics):

students of secondary and higher educational institutions - about 300 people,

book lovers, journalists, book dealers - about 40 people,

· unorganized visitors (including guests of our city, tourists) - about 200 people.

Project Implementation Mechanism

From April 1 to September 30, 2017 at the Zonal Scientific Library. V.A. Artisevich of the Saratov National Research State University. N.G. Chernyshevsky will host the Festival of Art Reading "University - Territory of Reading".

The festival is held in 2 stages:

Stage 1. Qualifying round - April 1 to September 15, 2017. In each department of the Zonal Scientific Library named after V.A. Artisevich of the Saratov National Research State University. N.G. Chernyshevsky, a series of literary battles (battles) are held, the purpose of which is to select the two best contestants.

Stage 2. Final - September 30, 2017. The winners of the qualifying round take part in the final of the Festival.

The winner is the participant who most expressively and emotionally reads an unfamiliar text and impresses the jury and the audience.

The book festival (reading festival) "University - the territory of reading" is aimed at popularizing books and reading.

The founder and organizer of the festival of artistic reading "University - the territory of reading" is the Zonal Scientific Library. V.A. Artisevich of the Saratov National Research State University. N.G. Chernyshevsky. Author of the project Sayutina V.S. Project coordinators and managers - library administration.

Goals and objectives of the Festival

The purpose of the festival is to attract citizens and potential readers to books and reading, to create in the Zonal Scientific Library. V.A. Artisevich of the Saratov National Research State University. N.G. Chernyshevsky creative atmosphere, when fun and pleasant pastime can be combined with reading fiction and scientific literature.

Festival objectives:

Creation of conditions for creative self-expression of citizens;

Development in pilot mode new form work with readers to promote the book and reading;

Promoting the reading of fiction.

Dates of the Festival

Festival of artistic reading "University - the territory of reading" is held from April 1 to September 30, 2017.

The order of performance of the Festival participants, time tracking and scoring

Books after selection of excerpts are packed with opaque paper ("University - the territory of reading") on which there is no their name. Books are placed on a special shelf by the library staff. During the competition, each participant randomly chooses a book to read. None of the participants until the moment he opens the book knows neither what kind of book it is, nor what passage from this book he is to read.

The participants of the battle are divided into two teams of 3-5 people. Each of the team members reads in turn for one minute a book of random choice - from a selection prepared in advance by the organizers of the festival. The countdown is done by the librarian. The winner is the participant who most expressively and emotionally reads an unfamiliar text and impresses the jury and the audience.

Bonus, in the form of additional points, is awarded to the participant for the recognition of the presented work by other participants of the festival.

At the end of each round, scores are calculated. The scoring after the presentation of each participant is made by the librarian or his assistant.

At present, there is probably not a single library that would not have to create projects and take part in various competitions. Thanks to project activities, in addition to improving financial condition libraries, their role in the local community is increasing, the quality of services provided to readers is improving, libraries are acquiring their image, new perspectives in work are emerging. What is a "project"? Project- a set of actions aimed at solving a problem that has origins and a final solution, this is a set of works focused on achieving the final result. The idea of ​​the project should be socially significant. At the same time, he can be very modest, but definitely necessary for someone.

The end result is a product, service, or concept that is completed in terms of the composition of its properties and characteristics provided for in the project.

Library projects- these are social non-profit projects that are designed to change the situation in the field of providing more complete, high-quality and efficient access to information for both target reader groups and the general public of the city.

One of the conditions for the effectiveness of library projects is considered to be the desire of the library to cooperate and interact with other libraries, information and cultural institutions, local authorities, non-profit organizations.

As a result of the project implementation, new educational, informational, cultural and social services, new opportunities, new structures.

The project has its own properties:

Temporary restrictions

The moment of the beginning and end of work (solution of the problem)

Solving a large, well-structured problem

Realization of a certain amount of resources

The library project can be divided into the following phases:

The initial phase of the project - concept development, which includes:

Collection of primary data and their analysis

Identification of the problem situation and the need for change

Definition of the goal, tasks, basic requirements, necessary resources, time and means, analysis of the project environment, selection of project participants, identification of possible risks

Determination of possible ways to solve the problem, their evaluation, development of proposals based on them

Finding funding organizations and processing funding applications.

First of all, it is important to determine the main idea project. It is necessary to determine:

For which user groups the project needs to be implemented

Does the main project idea really meet the current situation, requirements or needs of the target audience

It is necessary to show how and why the problem (or need) of the target audience arose and why this particular library can solve it. The idea of ​​the necessity of the project must be confirmed by concrete data, real statistics, expert assessments, press publications, user requests, etc.

The greatest difficulty is the formulation of goals and objectives.

Target- the final (long-term) result or product, that in the name of which the project is undertaken (general statements that cannot be quantified). It is a articulated desired outcome from a user or library point of view that is long-term. Answers the question - "why?".

Tasks project are always related to the problem posed and indicate the intermediate and final results of the project. They reflect quantitative and (or) qualitative changes in the situation. Tasks always involve the completion of a specific action. When it says “improvement” or “increase” of something, it is not clear what specific result will allow us to consider the tasks completed and the project implemented. Since there are always certain results behind the tasks, it is better to formulate them with verbs (create ... combine ... change).

When formulating a problem, answer the following questions:

Does the task have a specific deadline?

Does the task indicate “what” and “how” instead of “why” and “why”

Is the task measurable and verifiable (what way to determine its accomplishment)

Is the task feasible

Is the task clear, formulated in clear and understandable language

Remember that goals are not the same as objectives.

The next phase is development phase. Its main content is the development of the main components of the project and preparation for its implementation. The general content of the work can be formulated as follows:

Appointing a leader and building a team

Development of the main content of the project (project structure, main works and resources, definition of final results)

Structural planning (drawing up calendar plans, work schedules and support, estimates and budget of the project, determination of management and control technology, taking into account possible risks)

· Conclusion of a contract for financing.

It should be clear what activities need to be carried out to achieve the intended results and to solve the tasks set. Explain what will be done, who will carry out these actions, how exactly, when and in what sequence, what resources will be attracted.

On project implementation phase the main work of the project necessary to achieve the set goal is being carried out. As the project progresses, the manager constantly monitors the progress of the work. Control consists in collecting actual data on the progress of work and comparing them with the planned ones.

On project completion phase the final goals of the project are achieved, the results are summed up and the project is closed. The main content of the work usually consists of the following:

· Organization of PR-campaign, holding presentations

Introduction of the object into action

Development of methodological materials, publications in the media

Evaluation of the results of the project and summing up

Preparation of financial and meaningful reports for funding organizations

· Closing the project.

An ideal project is one whose benefits do not end with it, the results are sustainable, and successful experience is used by other people and organizations.

Initiation - after the registration of the project and the presentation, a decision is made on the start and timing of the project. For the presentation and visual fixation of the project, you can use diagrams, models or a project map. The structure of the project map is similar to a tree and looks like the growth of its trunk by branching. In such a structure, the principle "from general to particular" is used.

Schematically, the "project tree" consists of six parts:

the roots of the tree - the formulation of the problem (the origins of the problem situation);

from the roots rises the trunk - the idea;

large branches (goal) diverge into smaller ones - tasks;

leaves are strung on the branches - measures to achieve the goals;

fruits grow among the leaves - the expected results of the project.

It is not necessary to present goals, tasks or a project in the form of a map, model, scheme, but it is desirable, because this has a number of advantages: the main goal is clearly visible; semantic connections are clearly located (goals - tasks - methods); the project becomes more visual and better remembered.

Currently, there are various computer programs dedicated to the creation of a project map. Using them in your work, you can easily make this map. It is desirable that its structure should contain no more than three different "geometric shapes", otherwise its perception becomes much more complicated.

Project planning is the development of a strategy to achieve them. Planning is carried out throughout the life of the project. It is important to determine the work of which the project consists, and then calculate the time and cost of its implementation. As a result of planning, the organizational structure of the project is built, a schedule of stages is drawn up.

Execution - coordination of all resources for the implementation of the plan.

Control - collection of actual data on the performance of work and their comparison with planned tasks. Unfortunately, deviations between planned and actual figures always happen, so decisions can be made to speed up the implementation of certain critical tasks by devoting more resources to this.

Analysis - determining the compliance of the plan and project execution with the set goals and objectives, making decisions on the need to apply corrective actions. In the course of the performance analysis, the status and forecast of the project's success are evaluated according to the criteria defined at the planning stage.

The main task of completing the project is to consolidate all the knowledge and skills gained during its implementation. Important in the final stage of the project life cycle is the analysis of achievements and mistakes, the identification of new management techniques.

Here is the formation of a report on the results of the project. The main thing is that the report should show and prove that the goal of the project has been achieved. The report is compiled in full accordance with the text of the project - in the same sequence as it was written. It includes: all organizational documents (orders, instructions, instructions, memos ...), reviews and reviews, media publications, screenshots of Internet sites, letters of thanks, photographs, videos, financial documents, etc.

Every project, whether successful or not, provides a unique experience for the team working on its implementation. The success of the project consists in the acquisition by the team and the organization of certain knowledge, skills, which can be applied next time to repeat success or avoid mistakes.

Chapter 3. Program-targeted activity of the library The program-targeted method of planning the activities of libraries should be understood as a way to develop and implement a targeted comprehensive program based on an analysis of the problem in all its aspects, aimed at achieving the final goal, preferably the final result.

The use of program-target planning in the activities of libraries involves an in-depth analysis, targeted study, the so-called "target justification of plans", in which all planned tasks should be oriented to the goal, to the final result of the library's activities. Program-target planning requires, first of all, a clear and precise formulation of the goal, and the requirements for it are increasing. The main thing in setting a goal is to specify what and when, and not why it should be achieved. To the question "why"

should be answered before the decision to achieve the goal is made. With such an analysis, the performance indicators of libraries cannot be reduced to simple lists of activities or the assignment of some quantitative characteristics, because questions arise and require answers:

why exactly these measures appear in the plan, whether they can be replaced by others, for what purposes, for what tasks they are intended and, in this sense, to what extent they are mandatory.

The program-target method of planning the activities of libraries involves solving the following questions: what acts as the ultimate goal in the work of the library and can be considered as its final result; what are the ways, methods of achieving this goal (system of goals). The ultimate goal of the library can be considered the maximum satisfaction of the needs of library readers for information.

Target programs, being the main form of target-oriented planning of library activities, have the following distinctive features:

1. purposefulness, that is, an attitude towards achieving results;

2. consistency - the development of a system of measures for the implementation of programs (organizational, economic, administrative, technological, etc.) taking into account the concept of state development of the library sector;

3. complexity - the relationship of the main goal of the program with the elements of the program structure, ensuring the achievement of more specific goals and sub-goals;

4. resource security (human, financial, material, information resources);

5. priority allocation of directions in accordance with the general concept of the development of librarianship in Russia.

Regional programs have received the greatest distribution in the library sphere.

Therefore, the development of regional programs is a process of mobilizing all the possibilities of the regions. Regional programs are a kind of targeted integrated programs and serve as a tool for regulating and managing a regional strategy for economic, socio-cultural, scientific and technological development, a way to prioritize the concentration of resources to solve urgent problems.

In the practice of libraries, significant experience has been accumulated in the use of regional programs that have:

a certain territorial affiliation (republic, territory, region, district, city, village), functional orientation (information, environmental, educational, etc.), differing in the scale of the program task (highly specialized and complex), industry localization (medicine, culture, sports etc.), duration of execution (short-term, medium-term, long-term), etc.

The practice of library programming proves the effectiveness of this form of work. The implementation of the programs enables libraries to assert themselves more persistently and convincingly and win the favor of the local authorities with profitable proposals for business cooperation, making it also an interested person in the implementation of a well-designed program. Where understanding is found and programs are supported by local authorities, libraries receive a new status and additional funding.

The main conceptual apparatus of program-target planning includes the following elements: program-target approach, program-target planning, complex target program, program-target method.

The program-targeted approach is the most general concept, which characterizes the use of individual elements of program-targeted planning in the practice of making planned decisions on the economic and social development of the control object (especially at the initial stages of developing plans when setting goals and determining the main ways to achieve them). In particular, the program-target approach can be used not only in the development of complex target programs, but also in business planning, long-term and medium-term plans.

Program-target planning is a method of managing the economic and social development of a country (region, industry, complex of enterprises) through the development and implementation of specific planning documents - complex targeted programs.

Program-target planning is built according to a logical scheme: "goals - ways to achieve them - ways (tools) to achieve the goal - means necessary to achieve the goal." At the same time, goals are formed to solve an important problem and are more specific.

A comprehensive target program (KTsP, program) is a directive and targeted document linking a set of socio-economic, production, research, organizational and economic and other tasks and activities aimed at solving the most important and urgent problem effectively ways in a timely manner.

The program-target method determines the techniques and methods for developing programs and reflects the sequence of making program decisions in time and space. Feature this method is not forecasting the future states of the system, but drawing up a specific program to achieve the desired results.

Another feature of program-target planning is the way it influences the planned system. The focus is not on the already established system and its structure, but on elements of the program that may not coincide with the system (measures are being developed to change the system).

The main advantage of the program-target method in modern conditions is the concentration of resources for the implementation of interrelated activities, the ability to control their spending, adjust and stimulate their effective use.

A comprehensive target program may have terms that are not related to planned periods. At the same time, program indicators are reflected in the plans of the executors of program tasks and activities, which predetermines the breakdown of the program period into terms combined with the planned periods. In Russia, such programs are mainly developed and implemented with the involvement of budget funding (from the federal, regional or local), which affected the structure of programs and the timing of tasks (they are tied to the system state planning development and execution of budgets). Subsequently, almost every region developed programs for the development of a particular area of ​​activity, the most important for the region.

Program-targeted planning has been used most intensively in Russia since 2000 to solve socio-economic problems related to the quality of life, demography, the priority development of knowledge-intensive industries, as well as service industries (tourism, culture, hotel industry, etc.).

The distinctive features of the integrated target program as a planning document are the following:

1. The program solves the most important, priority problem that is clearly defined and localized. The list of problems and the selection of the most important ones that require a software solution is determined in strategic plan when various options for the development of enterprises, industries, complexes are substantiated in the future and the gap between their possible and necessary development is determined. This gap indicates the problem, which is assessed by the degree of influence on the performance of the economy of the country, region, intersectoral complex, enterprise;

2. The goals, objectives and activities of the program are specified for the program problem, ensuring its solution within the required, established time frame;

3. Activities and resources allocated for their implementation are targeted, which increases accountability and responsibility for the implementation of activities and targeted use of funds and resources;

The rules, requirements, framework for the development and organization of the implementation of programs are determined by the principles that are formed based on the methodology of program-targeted planning.

These principles can be roughly divided into two groups:

1) general, on the basis of which all planning documents are developed, including target complex programs (directiveness of plans and programs, scientific character and reality of planned and program activities, continuity of plans and programs of various time boundaries, etc.);

2) specific, inherent to a greater extent only programs. Such specific principles include: the complexity of measures that provide a solution to the problem, the focus of program activities on solving the problem, the unity of goals and resources.

The principle of the complexity of software solutions determines the need to reflect in the program of activities and tasks along the chain of their relationships, as well as by performers, regardless of their industry or organizational and legal affiliation. Thus, a more rigorous inter-sectoral linkage of program indicators is provided than in the plan, the program reflects not only tasks of a sectoral nature, but also tasks for other industries, enterprises that ensure the achievement of goals. The requirement of this principle can be ensured provided that the purpose of the program is clearly formulated and the main ways of its implementation are determined. At the same time, it is necessary to more visibly outline the boundaries of the problem being solved and the range of organizations and enterprises included in the program.

The next principle of program development, closely related to the principle of complexity, is purposefulness. The principle of purposefulness means ensuring the priority of the goal, defined as the final result, over resources. The program is called targeted because it is aimed at achieving a specific goal. When formulating the goal of the program, firstly, the long-term goal of developing the object of program-target planning is taken into account, secondly, the functions and tasks performed by the object of planning in the future, and thirdly, the local problem that the program is aimed at solving.

The principle of unity of goals and resources predetermines the interconnection of the planned tasks and activities of the program with resources, executors and deadlines. It is advisable for each task of the program to calculate the necessary resources (financial, labor according to the qualification composition, material according to their structure), provided that the efficiency of their use is increased. At the same time, it is necessary to determine the sources of receipt of resources by their types, volume, and qualitative composition.

These fundamental principles of program development define the main directions of use program-targeted approach for the effective solution of problems in the socio-economic development of the country, region, intersectoral complex, enterprise.

The principles of program-target planning find their concrete manifestation in the methods, techniques and procedure for developing a comprehensive target program as a document.

The program allows you to meaningfully get the most useful result in the activities of the institution, it serves as a kind of compass or map that allows you to determine the right route in the development strategy or activity. It is also the basis for financing, since it does not bring a quick and noticeable social effect in itself.

Usually the program serves as a basis for the development and implementation of certain projects.

Sitting down to write any program, first of all, you should decide who needs it and why. Because an uninteresting and irrelevant program will simply get lost among a thousand of its kind. Having solved this question for yourself, you can start developing.

So where do you start?

Many people suggest starting with a goal, or a mission, or tasks, etc., as a "seed". In all this, of course, there is a rational grain and common sense. However, all these elements are somehow very much separated from each other. It would be better if all the elements at the same time would act as a starting position when writing a program, since they would go "united front". To do this, there is a logical frame of the program (or any project), in which all elements are inextricably linked and interact with each other.

The program includes at least the following sections:

1. Explanatory note Within this section, it is usually described why the need to write this program arose. Here the problem, its importance and urgency are stated. For greater objectivity, all this is supported by statistical data from fresh and reliable sources.

Write how your program differs from others in the same field of activity.

The note should be written in such a way that the person who will read the program immediately understands that it is absolutely necessary and the problem described needs to be resolved as soon as possible.

2. Goals and objectives Goals and objectives give an idea of ​​what results will be achieved. This section should give a clear idea of ​​what will result from the implementation of the program, what changes will occur in the existing situation.

The goal is usually one (maximum, 2-3, clearly connected in one logical chain), and in fact this is what the project is being undertaken for. She paints an image of the desired result.

A task is a private goal, a mini-goal. This is a concretization of a common goal, a step towards its achievement. There can be quite a lot of tasks leading to the achievement of this goal.

Strategically, they can follow one from the other, when without the first link of the intended work it is unrealistic to attach the second one, but they can be solved in parallel.

If, after mentally achieving all the tasks set, you have achieved your goal, then you did everything right, if not, then the tasks should be reviewed.

When formulating a section, remember that the goals and objectives must be achievable and measurable.

3. Target group This is the group of the population to which the developed program is directed, which will benefit. You can write not just “youth”, “schoolchildren in grades 7-9”, etc., but give them a more complete description: position, gender, lifestyle.

4. Terms of implementation For what period the implementation of the program is planned.

5. Place of implementation On the basis of which institution the program will be implemented.

6. Normative-legal regulation of the program Write down what laws, acts it relies on, through what legal documents the legal relations of the program are regulated.

It should be clear to the developers and executors of the program how the result obtained during the implementation of the program is supposed to be evaluated.

Basic principles of socio-cultural programming:

purposefulness, consistency, complexity, security, priority, realism, economic feasibility.

Any project is a complex of interrelated works, for the implementation of which appropriate resources are allocated and certain deadlines are set.

A project is a one-time activity that:

has an ultimate goal and intermediate tasks;

produces a clearly defined end result that can be evaluated;

consists of consecutive interconnected works;

uses a limited amount of resources: financial, information, time;

has a designated time frame (date of commencement and completion of work).

The project must be based on an idea. In order to get money for this idea, you need to prove what can be done with the help of these funds within a certain time frame and under what conditions.

From this idea, a project should arise - a businesslike, clear document in which the idea should lead to the setting of goals, specific tasks facing the institution, as well as to the demonstration of the result.

In other words, a project is a unique, non-routine, unique activity with deadlines, budget and implementation mechanism.

The project differs from the work plan in that it takes the activities of the institution beyond the usual framework. It is based on the experience of the library, on knowledge and analysis of the specific situation in the region (that is, it takes into account local specifics), and has a clearly limited time frame (most often a year).

In addition, a limited number of people with certain functions should participate in the project. It is necessary to evaluate all available resources (financial, human, etc.).

The life cycle of the project is the time interval between the development of the project and the moment of its liquidation (completion). A typical project life cycle consists of four phases: the initial phase (concept), the development phase, the implementation phase, the completion phase.

If all requirements are met, a successful project is written, which is recognized as the winner, then the organization (or individual) receives a grant. What is a grant? A grant is funds donated by a benefactor (foundation, corporation, government agency, individual) to a recipient (legal entity or individual).

Components of the project:

1. Name. It can be in the form of a slogan. It should be catchy, well-remembered.

2. Statement of the problem (or justification of needs). This section describes the situation that prompted the development of the project. The problem should be socially significant, relevant for the region and in no case should it solve the internal problems of the organization.

3. From the problem formulated in the project, goals and objectives should logically follow. A goal is a general statement that shows the type of social problem. It most often cannot be quantified. Specific tasks are quantifiable, these are “steps” towards achieving the goal. They are as specific as possible. Usually there are several of them. They are real, implemented within a certain period of time by the project team, or involved specialists.

4. Activities and methods. This section describes the activities that need to be carried out to achieve the intended results, tasks, that is, the organization scheme for the project + advertising is described. Methods are a detailed description of what will be done, how, by whom, when, in what sequence, what resources are needed. It is very important to show the reasons for choosing just such events, to justify them.

5. Stages and terms. This section is given in tabular or text form.

6. Results. The project must bring tangible concrete results, that is, something that can be measured. Criteria can be quantitative and qualitative.

7. Prospects of the project. It is necessary to describe the prospects of the project, try to justify that it will continue in time after the provided funding is exhausted.

8. The most important part of the project is the budget or estimate. Moreover, the budget must be real, related to the text of the project.

A social project, and in libraries all projects are social, must be supported by other organizations, at least nominally. Any organization (commercial or non-commercial) can support the project. Thus, design is a purposeful, consistent activity aimed at achieving specific results in conditions of limited resources over a certain period of time. The project differs from the program in scale, complexity of implementation.

A program is a broader concept that includes a set of projects. The timing of the program is broad, the project is specific, measurable. The project is implemented when the planned activities are completed by the specified date. The result of the program is a change in state, an impact on the situation, i.e. even its partial implementation can be successful, and the resulting effect can exceed all expectations. The implementation of the program is more difficult than the implementation of the project, since all components of the task need to be coordinated.
