Features of the conduct and organization of certification of teaching staff in 2016-2017 academic year

Shortcomings and problems requiring elimination and a serious approach to their solution

Collection of applications from teachers for certification on the principle of mass character.

Most of the applications were withdrawn due to unpreparedness for certification, ignorance by teachers normative documents, the requirements of the Order, as well as the inability to formalize their professional achievements.

The heads of public organizations frankly forced teachers who had neither professional education nor stable work results necessary to establish a qualification category to apply, hoping for the loyalty of the Main attestation commission.

Applications for certification were drawn up and submitted to the Main Certification Commission without the knowledge of the person being certified, which absolutely unacceptable and violates the principle of voluntary certification .

A huge number of factual errors in personal data (last name, first name, patronymic, education, experience, position, place of work).

In accordance with the Certification Procedure:

  • certification of teaching staff in order to establish a qualification category is carried out at the request of teaching staff.
  • the qualification category is established for a period of 5 years, the validity period of the qualification category is not subject to extension (clause 24 of the Procedure).
  • it is not provided for the establishment of deadlines and periods for the submission of applications for teachers during the year (question No. 41 from the Clarifications);
  • the application is submitted by the teacher directly to the Main Attestation Commission, or sent by mail with a notification letter, or in the form electronic document using the Internet (clause 27 of the Procedure).

It may be refused to pass certification to establish a qualification category after considering the applications of teaching staff for the following reasons:

  • If a teacher applies for the establishment of the highest qualification category first , not having the established first qualification category (clause 30 of the Certification Procedure);
  • If the application for the establishment of the highest qualification category of the assessor for the first time on the highest category should earlier than two years after the establishment of the first qualification category (clause 30 of the Certification Procedure);
  • If an application for the establishment of the same qualification category (first or highest) follows before the expiration of 1 year from the date the attestation commission decides to refuse to establish this qualification category for the same position (clause 43 of the Attestation Procedure);
  • If the person applying to the attestation commission, on the day of filing the application does not fill positions pedagogical workers in organizations engaged in educational activities (clause 1 of the Certification Procedure);
  • If a teacher applies for the establishment of the highest qualification category, having the established first or highest qualification category, received in the territory of another state with the exception of the Republic of Crimea and the federal city of Sevastopol in accordance with Part 1 of Article 4 of the Federal Constitutional Law of March 21, 2014 No. 6-FKZ "On the admission to the Russian Federation of the Republic of Crimea and the formation of Russian Federation new subjects – the Republic of Crimea and the federal city of Sevastopol”.

Cannot be denied certification of teachers for the reason:

  • Expiration dates qualification category (first or highest) on the day of application, including the expiration of the first qualification category when applying for certification in order to establish the highest qualification category;
  • Passing certification for the first qualification category in case of refusal in establishing the highest qualification category, including if the application for this was submitted on the day when the decision of the attestation commission to refuse was made;
  • Locations on parental leave until they reach the age of 3 years;
  • The presence of a break in pedagogical activity, including in the event of the expiration of the qualification category (first or highest) during this period;
  • Short run time in the organization at the new place of work;
  • Absences for teachers of higher education, or inconsistencies their secondary vocational education or higher education in the direction of training provided for by the qualification characteristics for the positions of educators.

Certification of teaching staff in order to establish a qualification category is carried out at their request. The certification procedure for teachers involves four periods :

  • Intertestation
  • Preparatory
  • Expert
  • Final

Inter-test period

Preparation for certification is not a one-day action, but many years of painstaking work of a teacher during the inter-certification period, when he can:

  • engage in self-education;
  • take advanced training courses, professional retraining, internships;
  • evaluate the effectiveness of their work, analyze own successes and the reasons for the difficulties that arise, note the quantitative and qualitative indicators, outline the prospects for work;
  • build portfolio professional achievements(hereinafter referred to as Portfolio).

Preparation period

A teacher can submit a package of documents for certification in the following ways:

  • directly(in accordance with the letter of the Ministry of Education of the Tula region No. 16-01-15 / 10887 dated 10/30/15) to the Main Attestation Commission;
  • in the form of an electronic document using information and communication networks common use, including the Internet, to an email address [email protected]
  • by mail with acknowledgment of receipt;

A package of documents for certification:

  • application for certification of the established sample;


  • a copy of the certification sheet of the previous certification (if any);
  • copy of the first and last sheet work book, a sheet of a work book with a record of establishing a qualification category;
  • copies of documents confirming the presence of a scientific degree, state awards of the Russian Federation (order, medal, honorary titles), departmental awards (badge, certificate of honor), diplomas of the winners of the competition of the best teachers of Russia as part of the implementation of the PNP "Education".

Copies of documents are certified by the employer.


  • In the case of certification for several positions, applications are submitted separately for each position .
  • To maintain remuneration, taking into account the previously assigned qualification category, it is recommended to apply for certification for 3 months before the expiration of the existing qualification category.

  • All information provided in the portfolio must be accompanied by supporting documents.
  • Copies of documents are certified employer(by the head of the municipal education authority, etc.).
  • Persons who certify the document are responsible for the accuracy the information it contains. In the case of providing false information, the results of the assessment of the teacher's activities in this parameter may be canceled .
  • Teaching staff submit the Portfolio to the Main Attestation Commission within the time period specified in the notification.

teaching staff who re-applied for a position for which a qualification category was previously established (if there was a valid category at the time of filing), and who have degrees , state awards of the Russian Federation(order, medal, honorary titles), departmental awards(badge, certificate of honor), who became winners of the competition of the best teachers of Russia as part of the implementation of the PNP "Education", which has stable positive results in the development of educational programs by students, ensuring the improvement of the quality of education, the improvement of teaching and upbringing methods (Agreement between the Ministry of Education of the Tula Region and the Tula Regional Organization of the Trade Union of Public Education and Science Workers of the Russian Federation for 2015-2017 ).


To pass the examination in the form of self-analysis, teachers are recommended to submit essay about his teaching activities and information in tables corresponding to the direction of activity.


The results of a comprehensive analysis of the professional activities of teaching staff evaluated on a point system , recorded in the expert opinion on the level of professional activity of a teacher and are transferred to the Main Attestation Commission.


Final period

Based on the assessment of the results of the activities of a pedagogical worker, the Main Attestation Commission makes one of the following decisions:

  • establish the first (highest) qualification category(the position of the pedagogical worker is indicated for which the qualification category is established);
  • refuse to establish the first (highest) qualification category(the position is indicated for which the teacher is denied the establishment of a qualification category).
  • The decision of the attestation commission comes into force from the day it was issued and drawn up in a protocol signed by the chairman, deputy chairman, secretary and members of the attestation commission who took part in the voting.
  • Based on the decision of the Main Attestation Commission, the Ministry of Education of the Tula Region issues order on the establishment of teaching staff of the first or highest qualification category from the date of the decision, which is posted on the official website of the Ministry of Education of the Tula Region https://education.tularegion.ru/ on the Internet. Based on this order, the employer issues local act on the remuneration of the teacher in the established category and makes an appropriate entry in the work book.
  • Established teacher qualification category valid for five years and is retained until the expiration of its validity period, as well as upon transfer to another organization, including one located in another subject of the Russian Federation. The validity period of the qualification category is not subject to extension.
  • The results of certification teacher has the right to appeal in accordance with the legislation of the Russian Federation.

Certification of teaching staff in order to confirm the compliance of teaching staff with their positions is carried out once every five years on the basis of an assessment of their professional activities by certification commissions, independently formed organizations (Part 2 of Article 49 federal law dated December 29, 2012 No. 273-FZ “On Education in the Russian Federation”). P.6. The attestation commission of the organization is created by the administrative act of the employer, consisting of the chairman of the commission, deputy chairman, secretary and members of the commission.

The employer acquaints teaching staff with an administrative act containing a list of employees of the organization subject to certification, a certification schedule, against signature no less than 30 calendar days until the day of their certification according to the schedule. P.10. To conduct certification for each teacher, the employer submits a presentation to the certification commission of the organization.

The submission contains the following information about the teacher: a) last name, first name, patronymic (if any); b) the name of the position on the date of certification; c) the date of conclusion of an employment contract for this position; d) the level of education and (or) qualifications in the specialty or field of study; e) information on obtaining additional professional education in the field of pedagogical activity; f) the results of previous certifications (if any); g) a motivated comprehensive and objective assessment of professional, business qualities, the results of the professional activity of a pedagogical worker in the performance of labor duties assigned to him by an employment contract.

P.12. The employer acquaints the teacher with the submission against signature no later than 30 calendar days before the day of the certification. After reviewing the submission, the pedagogical worker, if desired, may submit to the certification commission of the organization additional information characterizing his professional activities for the period from the date of the previous certification (for primary certification - from the date of employment). If the teacher refuses to get acquainted with the presentation, an act is drawn up, which is signed by the employer and the persons (at least two) in whose presence the act is drawn up.

P.13. Certification is carried out at a meeting of the certification commission of the organization with the participation of a teacher. The meeting of the attestation commission of the organization is considered competent if at least two thirds of the total number members of the certification committee of the organization. In the absence of a pedagogical worker on the day of the certification at a meeting of the certification commission of the organization for good reasons, his certification is postponed to another date, and appropriate changes are made to the certification schedule, about which the employer informs the employee against signature at least 30 calendar days before the new date carrying out its certification. If a teacher does not appear at a meeting of the attestation commission of the organization without good reason the attestation commission of the organization conducts attestation in his absence.

The results of the certification of teachers are recorded in a protocol signed by the chairman, deputy chairman, secretary and members of the certification commission of the organization who were present at the meeting, which is stored with the submissions, additional information provided by the teachers themselves, characterizing their professional activities (if any), at employer.

For a teacher who has passed certification, no later than two working days from the date of its conduct, the secretary of the certification commission of the organization draws up an extract from the protocol containing information about the last name, first name, patronymic (if any) of the person being certified, the name of his position, the date of the meeting of the certification commission of the organization, the results voting, on the decision adopted by the attestation commission of the organization. The employer acquaints the teacher with an extract from the protocol against signature within three working days after its preparation. An extract from the protocol is kept in the personal file of the teacher.

The following pedagogical workers do not undergo certification in order to confirm the compliance with the position held: a) pedagogical workers with qualification categories; b) who have worked in their position for less than two years in the organization in which certification is carried out; c) pregnant women; d) women on maternity leave; e) persons on parental leave until the child reaches the age of three; f) absent from the workplace for more than four consecutive months due to illness. Certification of pedagogical workers, provided for in subparagraphs "d" and "e" of this paragraph, is possible not earlier than two years after their release from the specified holidays. Certification of pedagogical workers, provided for by subparagraph "e" of this paragraph, is possible not earlier than one year after their entry into work.

Attestation commissions of organizations give recommendations to the employer on the possibility of appointing persons who do not have special training or work experience to the relevant positions of pedagogical workers, established in the "Qualification Requirements" section of the "Qualification Characteristics of the Positions of Educational Workers" section of the Unified Qualification Directory for the positions of managers, specialists and employees and (or) professional standards, but with sufficient practical experience and competence, performing qualitatively and in full the duties assigned to them.

III. Certification of teaching staff in order to establish a qualification category

According to the results of certification, the first or highest qualification category is established for teaching staff. The qualification category is established for a period of 5 years. The validity period of the qualification category is not subject to extension.

The normative basis for certification are:

Regulations on the procedure for attestation of pedagogical and executive employees of state municipal educational institutions for establishing the compliance of the qualification level of pedagogical workers with the requirements for qualification categories (first or highest)

confirmation of the compliance of teaching staff with their positions based on an assessment of their professional activities.

The objectives of the certification of pedagogical workers are to stimulate a targeted, continuous improvement in the level of qualifications of pedagogical workers, their methodological culture, personal professional growth, and their use of modern pedagogical technologies;
improving the efficiency and quality of pedagogical work;
identifying prospects for using the potential of teaching staff;
taking into account the requirements of federal state educational standards for personnel conditions for the implementation of educational programs when forming the personnel of educational institutions;
ensuring differentiation of the level of remuneration of teachers.

The new procedure provides for two types of certification:
mandatory
voluntary
Mandatory certification is carried out every 5 years to confirm the teacher's compliance with the position held on the basis of an assessment of his professional activity.
Voluntary certification is carried out at the request of the teacher to establish the compliance of the level of his qualification with the requirements of the first or highest qualification category. The qualification category is valid for 5 years.

Certification in order to confirm the compliance of teaching staff with their position is carried out once every 5 years in relation to teaching staff who do not have qualification categories (first or highest). based on the application of the teacher.

The basis for certification is the presentation of the employer. The presentation must contain a motivated comprehensive and objective assessment of the professional, business qualities of the teacher, the results of his professional activity based on the qualification characteristics for the position held.

The teacher must be familiarized with the submission by the employer against signature no later than one month before the day of the certification.
