IN SOME ACTS OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
AND PSYCHOTROPIC SUBSTANCES
The Government of the Russian Federation decides:
1. Approve the attached amendments that are being made to the acts of the Government of the Russian Federation on issues related to the circulation of narcotic drugs and psychotropic substances.
2. Clause 1 of the amendments approved by this resolution shall enter into force on January 1, 2018.

WHICH ARE INTRODUCED TO ACTS OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
ON ISSUES RELATED TO THE TRAFFIC OF NARCOTIC DRUGS
AND PSYCHOTROPIC SUBSTANCES
1. In the Rules for maintaining and storing special logs for registering operations related to the circulation of narcotic drugs and psychotropic substances, approved by Decree of the Government of the Russian Federation of November 4, 2006 N 644 "On the procedure for submitting information on activities related to the circulation of narcotic drugs and psychotropic substances , and registration of transactions related to the circulation of narcotic drugs and psychotropic substances "(Collected Legislation of the Russian Federation, 2006, N 46, Art. 4795; 2010, N 25, Art. 3178; 2012, N 37, Art. 5002; 2013, N 51, item 6869; 2015, N 33, item 4837; 2017, N 2, item 375):
a) clause 3 after the words "in accordance with Appendix No. 1" shall be supplemented with the words "on paper or in electronic form";
b) clause 5 shall be supplemented with the following paragraph:
"The definition of the accounting unit when changing the quantity and condition of narcotic drugs and psychotropic substances is determined by the head legal entity or manager structural unit a legal entity, taking into account the form of release of the corresponding narcotic drug and psychotropic substance.";
c) in paragraph 6:
the first paragraph after the words "Registration logs" shall be supplemented with the words "issued on paper,";
add the following paragraphs:
"Sheets of registration logs filled in electronic form are monthly printed out, numbered, signed by the person responsible for their maintenance and storage, and brochured by the name of the narcotic drug or psychotropic substance, dosage, dosage form (if the narcotic drug or psychotropic substance is a medicinal means).
After the expiration of the calendar year, monthly bound pages of the registration log are drawn up in the registration log, sealed with an indication of the number of sheets and certified by the signature of the person responsible for maintaining and storing the registration log, the head of the legal entity and the seal of the legal entity (if there is a seal).";
d) in paragraph 8:
in the first paragraph, the words "with a ballpoint pen (ink)" shall be deleted;
Paragraph two shall be amended as follows:
"Documents or their copies confirming the commission of a transaction with a narcotic drug or psychotropic substance, certified in in due course, or filed in a separate folder, which is stored together with the corresponding registration log, or stored in the archive of a legal entity with the possibility of presenting them at the request of regulatory authorities. ";
e) the second paragraph of clause 10 shall be supplemented with the words ", Federal Service for veterinary and phytosanitary supervision - to the state register of medicinal products for veterinary use";
f) Paragraph two of clause 11 after the words "registration logs" shall be supplemented with the words "executed on paper";
g) Item 12 after the word "signature" shall be supplemented with the words "including an enhanced qualified electronic signature,";
h) the first and second sentences of clause 13 after the words "in the registration logs" shall be supplemented with the words "executed on paper,";
i) Paragraph 15 shall be supplemented with the following paragraph:
"Access to information system, with the help of which the registration log is maintained in electronic form, have persons responsible for maintaining and storing the registration log.";
j) Appendix No. 1 to the said Rules shall be amended as follows:

2. In paragraph two of clause 3(2) of the Rules for the transportation of narcotic drugs, psychotropic substances and their precursors on the territory of the Russian Federation, as well as the execution of the documents necessary for this, approved by Decree of the Government of the Russian Federation dated June 12, 2008 N 449 "On the procedure for transportation narcotic drugs, psychotropic substances and their precursors on the territory of the Russian Federation, as well as the execution of the necessary documents for this" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2008, No. 25, Art. 2982; 2011, No. 51, Art. 7534; 2015, No. 33, 4837; 2017, N 2, art. 373), the words "units of the Federal Service of the National Guard Troops of the Russian Federation" shall be replaced by the words "units of the National Guard Troops of the Russian Federation".
3. In section I of the annex to the Decree of the Government of the Russian Federation of June 22, 2009 N 508 "On the establishment of state quotas for narcotic drugs and psychotropic substances" (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2009, N 26, art. 3184; 2014, N 23 , article 2999; 2015, N 44, article 6123):

4. In the Rules for the storage of narcotic drugs, psychotropic substances and their precursors, approved by Decree of the Government of the Russian Federation of December 31, 2009 N 1148 "On the procedure for storing narcotic drugs, psychotropic substances and their precursors" (Collected Legislation of the Russian Federation, 2010, N 4 , item 394; N 25, item 3178; 2011, N 51, item 7534; 2013, N 8, item 831; 2014, N 15, item 1752; 2015, N 33, item 4837; 2017, N 2, item 373):
a) in the first paragraph of clause 4(1) the words "primary health care, emergency and specialized" shall be replaced by the words "primary health care, specialized, including high-tech, emergency and palliative care";
b) in paragraph 10:
in paragraph two, the words "units of the Federal Service of the National Guard Troops of the Russian Federation" shall be replaced by the words "units of the National Guard Troops of the Russian Federation";
in the fourth paragraph:
the words "rural" shall be deleted;
the words "units of the Federal Service of the National Guard Troops of the Russian Federation" shall be replaced by the words "units of the National Guard Troops of the Russian Federation".

1. In the Rules for maintaining and storing special journals for registering transactions related to the circulation of narcotic drugs and psychotropic substances, approved by Decree of the Government of the Russian Federation of November 4, 2006 N 644 "On the procedure for submitting information on activities related to the circulation of narcotic drugs and psychotropic substances , and registration of operations related to the circulation of narcotic drugs and psychotropic substances "(Collected Legislation of the Russian Federation, 2006, N 46, Art. 4795; 2010, N 25, Art. 3178; 2012, N 37, Art. 5002; 2013, N 51, article 6869; 2015, N 33, article 4837; 2017, N 2, article 375):
a) clause 3 after the words "according to Appendix No. 1" shall be supplemented with the words "on paper or in electronic form";
b) point 5
"The definition of the accounting unit in case of a change in the quantity and state of narcotic drugs and psychotropic substances is determined by the head of the legal entity or the head of the structural unit of the legal entity, taking into account the form of release of the corresponding narcotic drug and psychotropic substance.";
c) in paragraph 6:
the first paragraph after the words "Registration logs" shall be supplemented with the words "issued on paper,";
add the following paragraphs:

Paragraph two shall be amended as follows:
Documents or their copies confirming the completion of a transaction with a narcotic drug or psychotropic substance, duly certified, are either filed in a separate folder, which is stored together with the relevant registration log, or stored in the archive of a legal entity with the possibility of presenting them at the request of regulatory authorities. ";
e) Paragraph two of clause 10 shall be supplemented with the words "by the Federal Service for Veterinary and Phytosanitary Surveillance - to the state register of medicinal products for veterinary use";
f) Paragraph two of clause 11 after the words "registration logs" shall be supplemented with the words "executed on paper";
g) Item 12 after the word "signature" shall be supplemented with the words "including an enhanced qualified electronic signature,";
h) the first and second sentences of clause 13 after the words "in the registration logs" shall be supplemented with the words "executed on paper,";

2.
