1. The requirements for the knowledge, skills, skills of the transport security forces are given in Appendix No. 1 to these Requirements for the knowledge, skills, skills of the transport security forces (hereinafter referred to as TSS), personal (psycho-physiological) qualities, the level of physical fitness of certain categories of TTS forces , including the features of checking the compliance of knowledge, skills, skills of the OTB forces, personal (psycho-physiological) qualities, the level of physical fitness of certain categories of the OTB forces in relation to certain modes of transport (hereinafter referred to as the Requirements).

2. Verification of the compliance of knowledge, skills, skills of the OTB forces (hereinafter referred to as the certified persons) is carried out using the lists of questions developed by permanent commissions established at the central offices of the competent authorities in the field of transport security (hereinafter referred to as the commissions, competent authorities) to be applied certification bodies, certification organizations. Lists of questions are developed by commissions taking into account the requirements for knowledge, skills, skills of the OTB forces (Appendix No. 1 to these Requirements), as well as the specifics of ensuring transport security of transport infrastructure facilities (hereinafter - TTI) and vehicles (hereinafter - TS) by type of transport, OTI road facilities, subways.

3. Certification bodies, on the basis of the lists of questions approved by the heads of the competent authorities, form tickets containing thematic questions that require detailed answers, practical tasks, as well as written (computer) tests offered, including by attesting organizations, to attested persons when testing knowledge, skills , skills.

4. In the course of testing knowledge, skills, skills, the certified person must:

answer three thematic questions and solve two practical tasks contained in the tickets;

pass a written (computer) test containing at least 50 questions with four or more multiple choice answers.

5. Questions and practical tasks for one category of certified persons have an equal level of complexity. The questions offered to the certified persons in the form of tests have one unambiguously determined correct answer.

6. Testing of knowledge, skills and abilities is carried out using computer testing and simulators. The protocol of the results of testing knowledge, skills, skills is formed immediately after the test.

The time of the test may not exceed two hours, including written (computer) testing, the duration of which should not exceed 40 minutes.

7. The list of issues is updated by the commissions at least once a year and by at least 10 percent, as well as when changes are made to the legislation of the Russian Federation on transport security.

8. The competent authorities post the approved lists of questions (without specifying multiple answers) on the official website in the information and telecommunications network "Internet".

9. Assessment of knowledge, skills, skills of certified persons is carried out in the following order:

for each correct answer to a question in the form of a test, the certified person receives 1 point, for an incorrect answer or no answer 0 points;

for each answer to a thematic question, the assessed person receives 10 or 5 or 0 points, depending on the response of the assessed person to the question;

for solving one practical task the certified person receives 20 or 10 or 0 points depending on the solution of the practical task by the certified person.

10. Knowledge, skills, skills of the certified person, who received a total of less than 85 points, are considered not to meet the requirements of the legislation of the Russian Federation on transport security.

11. Requirements for the personal (psychophysiological) qualities of certain categories of OTB forces, including the qualities necessary to achieve acceptable performance in a particular professional activity(professionally important qualities) are given in Appendix No. 2 to these Requirements.

12. Features of checking the compliance of personal (psycho-physiological) qualities of certain categories of OTB forces with the requirements of the legislation of the Russian Federation on transport security:

1) verification of the compliance of personal (psycho-physiological) qualities of certain categories of OTB forces with the requirements of the legislation of the Russian Federation on transport security is carried out through a psycho-physiological examination of certified persons;

2)   the person conducting the psychophysiological examination and authorized to conduct it  registers the certified person in the log of registration of psychophysiological examinations;
by order of the Ministry of Transport of Russia dated August 1, 2016 N 220; as amended, put into effect on January 20, 2018 by order of the Ministry of Transport of Russia dated September 4, 2017 N 354.

3) psychophysiological examination is carried out on a voluntary basis;

4) certified persons are informed in advance of the date, time and place of its holding;

5) the process of psychophysiological examination includes:

preparatory stage (registration of candidates, analysis of documents submitted by the certified person, introductory briefing, registration of accounting documentation);

psychodiagnostic testing (hereinafter - testing);

the final stage (analysis of the results of the survey and execution of the final conclusion on the possibility of admission to the performance of work directly related to ensuring transport security & nbsp);

6) a psychophysiological examination is carried out both as part of a group (at least 10 people at the same time), and individually with each certified person;

7) for the psychophysiological examination, technical means of instrumental measurement and processing of the results of psychological testing are used;

8) during the psychophysiological examination of certified persons, the level of development of individual personal (psychophysiological) qualities necessary to achieve acceptable performance in a particular professional activity (professionally important qualities), a tendency to this species activities;
by order of the Ministry of Transport of Russia dated September 4, 2017 N 354.

9) psychophysiological examination of certified persons is carried out using psychodiagnostic tests. The choice of psychodiagnostic tests with high validity and reliability used in the psychophysiological examination of certified persons is carried out by the competent authorities, taking into account the requirements for personal (psychophysiological) qualities of certain categories of transport security forces established by Appendix No. 2 to these Requirements. In the process of psychophysiological examination, only psychodiagnostic tests are used that correspond to the objectives of the examination and contain criteria for assessing personal (psychophysiological) qualities for each category of OTB forces;

10) based on the analysis of the information obtained in the course of the psychophysiological examination, the person who conducted the examination draws up a conclusion;

11) based on the results of the psychophysiological examination, the person conducting it shall make one of the following decisions:

"Allowed" (certified persons belonging to this category fully comply with the requirements for certain categories of OTB forces with the requirements of the legislation of the Russian Federation on transport security);

"Not allowed" (certified persons belonging to this category do not meet the requirements for certain categories of OTB forces with the requirements of the legislation of the Russian Federation on transport security);

12) the subparagraph became invalid from January 20, 2018 - ;

13) the subparagraph became invalid from January 20, 2018 - order of the Ministry of Transport of Russia dated September 4, 2017 N 354.

13. The requirements for the level of physical fitness of certain categories of OTB forces are given in Appendix No. 3 to these Requirements.

14. Features of checking the compliance of the level of physical fitness of certain categories of OTB forces with the requirements of the legislation of the Russian Federation on transport security:

1) the physical exercises specified in Appendix No. 3 to these Requirements are assigned to check the level of physical fitness of employees included in the rapid response group;
(Subparagraph as amended, put into effect on January 20, 2018 by order of the Ministry of Transport of Russia dated September 4, 2017 N 354.

2) one attempt is given to perform physical exercise. Performing physical exercises in order to improve the result is not allowed;

3) during the test, physical exercises are performed in the following sequence: speed exercises, strength exercises.

All physical exercises are performed within one day.

4) the physical fitness test is carried out in a sports uniform;

5) a certified person who has not completed one of the exercises specified in Appendix No. 3 to these Requirements in accordance with the standard is assessed as "unsatisfactory". The level of physical fitness of this person is considered to be inconsistent with the requirements of the legislation of the Russian Federation on transport security;

6) physical exercises are carried out outdoors or indoors (gym) at a temperature not lower than minus 10°С, not higher than plus 35°С.

15. It is not allowed to use certified persons in the course of testing knowledge, skills, personal (psycho-physiological) qualities of certain categories of OTB forces of material and electronic media, with the exception of information media provided to the person being certified by the certification body (certifying organization), for the purposes of verification .

Appendix No. 1
to the Requirements (clause 1)

List of knowledge, abilities, skills that are mandatory for employees appointed as persons responsible for ensuring transport security in the subject of transport infrastructure

The employee must know:

3) a list of potential threats to commit acts of unlawful interference (hereinafter referred to as ANV), the procedure for declaring (establishing) the security levels of the OTI and (or) the TS;

4) the basics of information, logistical and scientific and technical support for transport security;

6) the procedure for assessing the vulnerability of the OTI and (or) the TS;

7) the procedure for the development and content of the transport security plan for the OTI and (or) the vehicle;

8) requirements for ensuring the transport security of the OTI and (or) the TS, including the requirements for the anti-terrorist protection of objects (territories), taking into account the levels of security;

9) features of the implementation of the requirements for ensuring the transport security of the OTI and (or) the vehicle;

10) the procedure for training and certification of OTB forces;

11) the procedure for accreditation of the transport security unit, requirements for them, powers and responsibilities;

12) features of the implementation of federal state control (supervision) in the field of transport security;

13) legal provisions regulating criminal and administrative liability for violation of requirements in the field of ensuring transport security, administrative liability for violation of the procedures and rules established in the field of ensuring transport security.

The employee must be able to:

1) develop internal organizational and administrative acts in the field of ensuring transport security;

2) exercise control over the development and submission for approval of the plan for ensuring transport security of the OTI and (or) the vehicle;

3) exercise control over the implementation of the transport security plan for the OTI and (or) the TS;

4) to inform the federal executive authorities about the threats of committing or about the committing of AIA in the activities of the OTI and (or) the TS;

5) exercise control over the training and attestation of the OTB forces;

2) the structure and powers of the federal executive authorities in the field of transport security;

4) requirements for ensuring the transport security of the OTI and (or) the TS, including the requirements for the anti-terrorist protection of objects (territories), taking into account the levels of security;

5) features of the organization of access and intra-object modes at the OTI and (or) the vehicle;

6) the procedure for handling restricted access information and information constituting a state secret;

7) the procedure for informing transport infrastructure entities (hereinafter referred to as STIs) and carriers about the threats of committing or committing ANV in the activities of the PTI and (or) the TS;

8) features of the implementation of federal state control (supervision) in the field of transport security;



The employee must be able to:

1) organize the execution of internal organizational and administrative documents regulated by the provisions of the legislation on transport security in the part related to the OTI and (or) the TS;

The employee must be able to:

1) simulate the behavior of violators, identify vulnerabilities and predict possible ways commission of ANV in the activities of the OTI and (or) the CU;

2) respond to the activation of alarm means and violations of access control to the transport security zone, to critical elements of the OTI or TS, security system, video surveillance equipment;

3) use certified in due course inspection means.

4) the procedure for the use of technical means of ensuring transport security;

5) provisions of the legislation regulating criminal and administrative liability for violation of requirements in the field of ensuring transport security, administrative liability for violation of the procedures and rules established in the field of ensuring transport security.

The employee must be able to:

1) evaluate at the posts (points) of transport security management the data of technical systems and means of ensuring transport security;

2) to model the behavior of violators, identify vulnerabilities and predict possible ways of committing ANV, attempts to carry (transport) objects and substances prohibited or restricted from moving into the transport security zone, or its part, and to critical elements of the OTI or TS.

The employee must have the skills to:

1) work with technical systems and means of ensuring transport security;

2) use: means of on-duty security warning and lighting of the facility; technical means of monitoring the situation at the facility with the help of security television, signaling; means of radio communication; primary means fire extinguishing;

3) detection of explosive devices and suspicious objects, response to the commission or threat of an ANV;

4) informing about the situation at the facility;

5) acceptance, delivery of the object under protection.

List of knowledge, abilities, skills that are mandatory for other employees, subjects of transport infrastructure, transport security units performing work directly related to ensuring transport security at the transport infrastructure facility and / or vehicle

The employee must know:

1) the main provisions of legislative and other regulatory legal acts in the field of ensuring transport security;

2) the structure and powers of the federal executive authorities in the field of transport security;

3) the structure of the requirements for ensuring the transport security of the OTI and (or) the TS, including the requirements for the anti-terrorist protection of objects (territories), taking into account the levels of security;

4) features of the organization of access and intra-object modes at the OTI and (or) the vehicle;

5) the procedure for handling restricted access information and information constituting a state secret;

Order of the Ministry of Transport of Russia dated July 11, 2012 No. 231 approved the Procedure and terms for the certification of employees railway transport, production activity which is associated with the movement of trains and shunting work on railway tracks general use, as well as the procedure for the formation of an attestation commission. The approved Procedure determines the purpose, tasks and regulations for the certification, as well as the features relating to the cases of extraordinary certification of these employees.

The purpose of the certification of employees is to test knowledge of the rules technical operation railways, instructions for the movement of trains, shunting work and signaling on railway transport, as well as other regulatory legal acts of the federal executive body in the field of railway transport.

This Order is binding legal entities regardless of the organizational and legal form and form of ownership and individual entrepreneurs. Certification of employees is carried out in accordance with their job responsibilities.

The certification committee is formed by the employer. If the employer is not able to form an attestation commission that meets the requirements of this Procedure, then he sends employees to the attestation commission of the owner of the public railway transport infrastructure, on the infrastructure of which the certified employee operates.

Primary certification of employees is carried out no later than one month when they are hired or transferred to work related to the movement of trains and shunting work on public railways. Periodic certification of employees is carried out once every five years. The schedule for periodic certification is approved by the employer annually.

Extraordinary certification of employees is carried out in the following cases:
1) putting into effect new or changing existing regulatory legal acts in the field of railway transport safety;
2) introduction of new technical devices (equipment) or technologies;
3) reinstatement at work;
4) a break in work for more than six months;
5) traffic safety violations due to non-compliance with the requirements of the rules for the technical operation of railways, instructions for the movement of trains, shunting work and signaling on railway transport, as well as other regulatory legal acts of the federal executive body in the field of railway transport.

The employee subject to certification is notified in writing of the date and place of the certification at least 15 calendar days before the date of the certification.

The meeting of the attestation commission is considered to have taken place, and its decisions are valid if the chairman and at least two thirds of its members are present at it. Decisions of the attestation commission are made in the absence of the attested employee and his/her immediate supervisor by a majority vote of the members of the attestation commission present at the meeting. In case of equality of votes, a decision is made, for which the chairman of the meeting voted.

The organization of the work of the attestation commission is carried out by the secretary.

Testing the knowledge of the certified employee is carried out in the form of an oral survey (interview) and / or testing (using computer technology or in writing). The list of questions for conducting a survey (interview) and / or testing is compiled by members of the attestation commission and submitted for approval to the employer (the owner of the infrastructure, when the attestation commission is formed by the owner of the infrastructure). The number of correct answers that determine the successful completion of certification cannot be less than two thirds of their total number.

Based on the results of the initial certification, on the basis of the protocol of the certification commission, the secretary issues to the employee, in respect of which the certification commission made a decision "certified", within a period of no more than three working days from the date of the decision by the certification commission, a certificate of certification with a mark on issuance.

An employee in respect of whom the certification commission has made a decision "not certified" is allowed to re-certify no earlier than 10 and no later than 30 calendar days from the date of such a decision. An employee who has not passed certification is not allowed to perform work related to the movement of trains and shunting work.

An employee who has not passed the primary, periodic and extraordinary attestation, for the period of preparation and re-certification is transferred with his consent to work not related to the movement of trains and shunting work, corresponding to his qualifications.

An employee who has not passed the re-certification is transferred, with his consent, to a job that is not related to the movement of trains and shunting work, corresponding to his qualifications.

29. An employee who has not passed primary, periodic and extraordinary certification, for the period of preparation and re-certification, is transferred, with his consent, to work not related to the movement of trains and shunting work, corresponding to his qualifications.

An employee who has not passed the re-certification is transferred, with his consent, to a job that is not related to the movement of trains and shunting work, corresponding to his qualifications.

30. The results of the certification may be appealed by the employee in accordance with the legislation of the Russian Federation.

It has been established how the certification of railway transport employees whose activities are related to the movement of trains and shunting work on public railway tracks is carried out.

During the certification, knowledge of the rules for the technical operation of railways, instructions for the movement of trains, shunting work and signaling on railway transport, as well as other regulatory legal acts are checked.

Employees undergo primary, periodic and extraordinary certification.

The first is carried out no later than 1 month after employment. The second - 1 time in 5 years (according to the schedule). The latter is carried out if certain circumstances arise. For example, in the case of the introduction of new technical devices (equipment) or technologies, as well as after a break in work for more than 6 months.

The knowledge of the certified person is checked during an interview or through a test. The number of correct answers cannot be less than 2/3.

It is determined how the Attestation Commission is formed. The order of its work is fixed.

The commission is created by the employer. If he does not have such an opportunity, certification is carried out by the commission of the owner of the infrastructure of public railway transport, on whose infrastructure the employee works. At the same time, a written appeal is sent to the owner of the infrastructure. It is established what information is reflected in it. This, in particular, data on previous certifications and information about employees.

The employee must be notified of attestation at least 15 days in advance.

Part Certification Commission includes the chairman, his deputy, secretary and other members ( authorized representatives employer, infrastructure owner and trade union). Other experts may be involved in the work of the commission.

The chairman, 2/3 of the members and representatives of employees must be present at the meetings of the commission. Decisions are documented in protocols.

If the employee has passed certification for the first time, he is issued a certificate. In the future, all records of subsequent certifications are entered into it.
