ON LABOR SAFETY FOR THE PRESSER-VULCANIZER

1. GENERAL PROVISIONS

1.1. This instruction regulates the basic requirements for labor protection, which the press-vulcanizer must know and comply with in the performance of his professional duties.

1.2. This instruction does not replace production instructions, operating instructions for equipment, tools, devices, protective equipment, fire safety instructions and other regulatory technical documents that must be at each facility and workplace.

1.3. The instruction was developed using:

Federal Law “On the Fundamentals of Labor Protection in the Russian Federation”;

Rules for providing employees with special clothing, special footwear and other means personal protection, approved by the Decree of the Ministry of Labor of Russia of December 18, 1998 No. 51, as amended by the Decree of the Ministry of Labor of Russia of October 29, 1999 No. 39 (hereinafter referred to as POR PPE);

GOST 12.0.004-90 SSBT. Organization of labor safety training. General provisions;

Intersectoral Rules on labor protection in road transport POT RM;

Standard instructions for labor protection for the vulcanizer TIO R.

1.1. Admission to independent work worker.

1.6. The presser-vulcanizer must have a qualification group for electrical safety in accordance with the Rules technical operation electrical installations of consumers

1.7. According to legislative and other regulatory legal acts, a presser-vulcanizer must pass:

periodic medical examinations;

repeated, unscheduled or targeted briefings at the workplace in in due course;

another test of knowledge on the safe conduct of work at least once every 12 months

1.8. If cases of violation by the presser-vulcanizer of the requirements of instructions, technological regulations, etc., are detected, he may be assigned an extraordinary test of knowledge in the amount production instructions and safety instructions.

In addition, an extraordinary knowledge test is carried out:

When introducing new or making changes and additions to existing legislative and other regulatory legal acts containing labor protection requirements;

When commissioning new equipment and changes in technological processes;

When assigning or transferring employees to another job, if new duties require additional knowledge (before they begin to fulfill their official duties);

At the request of officials of state supervision and control bodies when establishing violations of labor protection requirements and insufficient knowledge of labor safety and labor protection requirements;

After accidents and accidents that have occurred, as well as in the event of repeated violations;

If there is a break in work in this position for more than one year.

1.9. A presser-vulcanizer who has shown unsatisfactory knowledge of safety requirements is assigned a period of not more than one month for a re-test, until passing which he is not allowed to work independently and is transferred to a less responsible one.

When a presser-vulcanizer receives an unsatisfactory mark for the third time, if it is impossible to transfer the employee, with his consent, to another job, the employment contract is terminated.

Non-appearance of a presser-vulcanizer for a knowledge test (regular, repeated, extraordinary) without good reasons is a violation of labor discipline.

1.2. Rights and obligations in the field of labor protection.

1.10. In accordance with Labor Code RF all employees have the right to:

working conditions that meet safety and hygiene requirements;

obtaining reliable information from the employer, relevant government agencies And public organizations, about the conditions and labor protection at the workplace, about the existing risk of damage to health and the measures taken to protect against exposure to harmful and hazardous production factors;

refusal to perform work in the event of a danger to his life and health, or from work with harmful and (or) dangerous working conditions not provided for by the employment contract. Refusal to work for these reasons does not entail bringing the employee to disciplinary liability;

providing overalls, safety footwear, means of individual and collective protection in accordance with applicable standards at the expense of the Company;

filing a complaint on labor protection issues with a trade union or other representative body employees of the Company, as well as to public authorities;

compensation for harm caused to an employee by injury, occupational disease or other damage to health associated with the performance of labor duties;

compensation and benefits for work in difficult, harmful and (or) dangerous working conditions in accordance with the legislation of the Russian Federation, collective agreement, agreement, labor contract;

obligatory social insurance from accidents at work and occupational diseases in accordance with the legislation of the Russian Federation;

training in safe working methods and techniques at the expense of the employer;

professional retraining at the expense of the employer in case of liquidation of the workplace due to violation of labor protection requirements;

a request for an inspection of the conditions and labor protection at his workplace by state supervision and control over compliance with labor protection requirements or public control over compliance with labor protection requirements;

personal participation or participation through their representatives in the consideration of issues related to ensuring safe working conditions at his workplace, and in the investigation of an accident at work or an occupational disease that happened to him;

an extraordinary medical examination in accordance with medical recommendations with the preservation of his place of work and average earnings during the passage of the specified medical examination;

provision of sanitary and preventive services.

1.11. In the general system for ensuring labor protection, the presser-vulcanizer is obliged to:

comply with the requirements of instructions for the safe conduct of work, technological regulations, orders, orders of the work manager, with which he was familiarized, as well as regulatory technical documents establishing the procedure for actions in case of accidents, accidents and other emergencies;

correctly apply the means of collective and individual protection provided for by the production instructions;

undergo training, instruction and testing of knowledge on labor protection in accordance with the established procedure. An employee who has not been trained, instructed, tested knowledge of labor protection requirements, is not allowed to work;

undergo periodic medical examinations in accordance with the established procedure. When avoiding passing medical examinations or if medical contraindications are found, the employee is not allowed to work.

1.12. In order to prevent accidents, accidents at work, occupational diseases, the presser-vulcanizer must:

know and understand the classification of hazardous areas and their designations, the semantic meaning of warning signs, light and sound alarms operating at the well being repaired and other facilities of the Company where he has to visit;

know the dangerous and harmful production factors acting in the process of work and measures to protect against their impact;

know the techniques and methods of providing first aid to victims of accidents and be able to apply them in practice.

1.13. The presser-vulcanizer must perform only the work that is included in his direct duties or entrusted to him by the work manager, provided that he has been previously trained and instructed in this work.

The presser-vulcanizer should not start performing assigned one-time work that is not related to the direct duties of the profession, without receiving a targeted briefing, drawn up in accordance with the requirements of safety rules.

The vulcanizing presser must not follow orders if they are contrary to safety requirements.

1.3. Requirements of labor discipline.

1.14. According to Article 22 of the Labor Code of the Russian Federation, the presser-vulcanizer is obliged:

conscientiously fulfill their professional duties assigned to him by the employment contract;

follow the rules of the internal work schedule Society;

observe labor discipline;

take care of the property of the employer and other employees.

It is forbidden to be in a state of alcoholic, narcotic or other toxic intoxication at the workplace, as well as during rest in the premises of the Company.

1.15. While at the facilities (production service bases, warehouses, repair shops, etc.), the vulcanizing presser must remember and observe the following general rules for all employees:

when moving around the territory or premises, use only the established transitions and passages;

not to enter without permission for the fences of dangerous places, as well as to premises and services with the inscription “Entrance to strangers is prohibited”;

do not touch moving parts of mechanisms, current-carrying parts, electrical wires (even insulated ones), cables, tires, terminals, lamp holders;

do not step on lying portable electric wires and hoses;

pay attention to the signals given by lifting mechanisms and moving vehicles;

do not cross the road in front of a nearby vehicle and comply with other requirements of the Rules of the Road;

cross trenches, pipelines only in designated places equipped with walkways;

bypass places of open emission of gases and vapors from the windward side;

when working on open space(outdoors) with the approach of a thunderstorm, you should move at least 25 m away from places where metal accumulates (pipe stacks, open pipelines).

It is forbidden:

stand and walk under a lifted load or in the path of its movement;

step on manhole covers and dubious strength of covering pits, ditches, pits in order to avoid falling into them;

walk through pipelines, trays;

jump over ditches, trenches, trays;

voluntarily enter the space between vehicles during their uncoupling.

1.16.When using by car(travel of the repair team to the place of work and back, escort of goods) it must be remembered that the transportation of people is only allowed:

on buses;

on specially equipped for this purpose cargo onboard vehicles, all-terrain vehicles.

It is forbidden:

stand in the body or sit on the sides while the car is moving;

jumping on or jumping off a car while moving;

ride as a passenger (even for short distances) outside the cab of the car (on the footboard), on tractors, and other mechanisms not intended for transporting people.

1.4. Rules for providing overalls.

1.17. In order to prevent the influence of hazardous and harmful production factors, the vulcanizing presser is provided with overalls, special footwear and other personal protective equipment in accordance with the Norms for the free issue of certified special clothing, special footwear and other personal protective equipment to employees.

The presser-vulcanizer is responsible for the correct use and storage of overalls, special footwear and other PPE issued to him. Contaminated clothing must be dry-cleaned.

It is forbidden:

Wash overalls with oil products and other flammable liquids;

work in contaminated overalls and footwear;

Dry and store contaminated clothing and footwear in industrial and sanitary facilities.

The presser-vulcanizer is obliged to perform work in the following special clothing and footwear issued to him in accordance with the List of free issuance of overalls, footwear and other PPE according to"name of company" :

1.6. Procedure for notification of accidents.

1.7. Personal hygiene rules.

1.8. Responsibility for violation of safety requirements

1.27. The presser-vulcanizer is responsible for violating the requirements of the instructions relating to his workplace and the work he performs, and he may be subject to disciplinary action up to and including dismissal (Article 192 of the Labor Code of the Russian Federation).

2. BASIC HEALTH REQUIREMENTS

2.1. The premises for the production of vulcanization works should be equipped with supply and exhaust ventilation, vulcanizing machines, roughing machines and other equipment.

2.2. Vulcanizing devices and pressure gauges must be tested (once a year), as recorded in a special journal. The scale of the manometer must be marked with a red limiting line corresponding to the maximum allowable pressure. Yu.

4. HEALTH REQUIREMENTS DURING WORK

4.1. When working on vulcanizing machines, it is necessary to gradually observe

the water level in the boiler, the steam pressure on the manometer and the serviceability of the safety valve.

When the water level drops, it must be pumped up in small portions.

The safety valve must be adjusted to the maximum permissible operating pressure - in order to avoid the boiler from exploding.

4.2. A worker servicing a steam generator or vulcanizer must not leave workplace while the machine is in operation or allow others to operate it.

4.3. If the pump fails during operation, immediately stop work, carefully remove the fuel from the furnace with a scoop or shovel, take it to a designated place, extinguish it with sand and release steam from the system.

4.25. At workplaces where glue is used or prepared that emits harmful explosive substances, open flames are not allowed. To obtain high-quality glue, it must pass through a special hermetic mixer. Do not use leaded gasoline as a solvent in the preparation of glue.

4.26. Final processing of tires after vulcanization is allowed only after complete cooling of the restored surface.

4.27. During operation, the vulcanizer is obliged to prevent contamination of the tool with oils and liquid repair materials.

4.28. When using an overhead power tool for the internal roughening of tires, the diameter of the carrying cable must be at least 3mm. When the drive is turned on, to prevent the working body from unscrewing, it is necessary to check the correct direction of rotation of the motor.

4.29. When using a pneumatic tool, hoses should not be broken or crossed by cables or ropes. Connecting hoses to the air line and the tool, as well as disconnecting the hose, should be done with the air line valve closed. Do not cut off the compressed air supply to the tool by bending or tying the hoses.

5. REQUIREMENTS OF LABOR PROTECTION IN EMERGENCY SITUATIONS.

5.1. .
