Electrical safety approval

The assignment of an electrical safety group is a confirmation that the employee has completed the required training course, passed the exam for the group and is able to handle electrical equipment without risk to health and life. The confirmation of the availability of admission is a certificate that indicates the position or profession, group, date and results of the knowledge test and the date of the next certification.

Without this, specialists servicing electrical installations are not allowed to work. It is strictly forbidden to allow persons who do not have the required qualifications to maintain and operate electrical appliances, power tools. Personnel with group 1 are not electrical, therefore, these employees are prohibited from visiting the premises of electrical installations - battery, switchboard, transformer, mobile diesel power plants and others.

Each organization should develop a list of positions and professions of persons from among the ATP (leading employees) and electrical personnel, as well as a list of persons with 1 ES group.

How many electrical safety tolerance groups exist

Five EB groups have been established. The first is assigned only to non-electrotechnical personnel, II-V - for electrical. Group IV with the right to inspect is assigned to HSE specialists and, while they are non-electrotechnical personnel.

Assignment of an electrical safety group according to the new rules

To work in electrical installations, you must obtain a certificate, be able to. The exam can be taken both at your own company and at a training center. Group V within the organization can be assigned only on condition that the chairman of the commission has the V group for electrical safety with the right to work in electrical installations up to and above 1 kV.

It is impossible to train and assign an electrical safety group in an organization for chief power engineers responsible for electrical facilities, their deputies, members of the qualification commission, specialists and heads of the labor protection service. Their training is carried out only in the training center with the participation of the chief inspector of energy supervision in the commission.

Annually, and the remaining categories - specialists and members of the commission - once every 3 years.

The ES exam is conducted in the organization by members on the basis of the order of the head on the proposal of the person responsible for electrical facilities. It should include at least five people, three of them should receive a group only in Rostekhnadzor (with the participation of the chief inspector of energy supervision).

The qualification commission includes: the chairman of the commission - responsible for electrical facilities, Chief Power Engineer. Members: occupational safety specialist, one of technical leaders, leading specialists in maintenance and measurements in electrical installations.

It is impossible to introduce into its composition direct supervisors who prepared their employees for the exam. These leaders are not allowed to discuss the results of testing.

Order of assignment

An electrical safety permit is obtained after successful completion test task or answering exam papers. The commission examines personnel only in individually. This means that the interview of the person being checked is carried out by the commission, and the rest are preparing for a response at this time, while they can be in the room where the commission meets.

Electrotechnological

This includes the following categories of personnel:

  • if in control technological process the main component is Electric Energy(for example, electric welding, electric arc furnaces, electrolysis, etc.);
  • using manual electric machines, portable power tools and lamps;
  • other employees for whom job description established knowledge of POT.

It can be:

  1. Administrative and technical employees, that is, managers and specialists whose work is associated with operational and technical maintenance, performance of adjustment, repair and installation work in settings.
  2. Operational staff who carry out ongoing maintenance and management of installations. They are engaged in inspection, preparation of workplaces, operational switching, admission, supervision of other workers, performance of tasks within the framework of the current operation of the equipment.
  3. Operational maintenance workers. These employees are specially trained to operate the installations assigned to them.
  4. Repair workers who are responsible for maintenance, installation, testing, adjustment of equipment.

Non-electrotechnical

This category includes all other employees, during whose work the probability of electric shock cannot be completely excluded (the specific list of positions is determined by the order of the employer). For example, a secretary working at a computer.

Persons included in this category are assigned 1 electrical safety group. That is, they must have the minimum knowledge of electrical engineering and safety regulations that is necessary to perform the work entrusted to them without risk to health and life.

Electrical Safety Groups

This classification allows the worker to perform various works in electrical installations, and also determines the level of his training.

Workers are usually divided into five categories.

The 1st electrical safety group is assigned to non-electrical workers. Their work is not related to work with electrical installations.

Groups 2 to 5 are assigned to electrical personnel. The levels of knowledge that employees should have are described by the Order of the Ministry of Labor of Russia dated July 24, 2013 No. 328n (as amended on February 19, 2016) “On approval of the Rules for labor protection during the operation of electrical installations” (registered with the Ministry of Justice of Russia on December 12, 2013 No. 30593) and the Order Ministry of Energy of Russia dated January 13, 2003 No. 6 “On Approval of the Rules technical operation electrical installations of consumers” (registered in the Ministry of Justice of Russia on January 22, 2003 No. 4145).

First, initial, tolerance group

This gives the right to independent work or the opportunity to work in a team that works with electrical installations over 1000 volts. Fourth tolerance group

This category of persons has an electrical safety permit to work on installations with a voltage of over 1000 V. An employee with such a right can be responsible for electrical facilities and train young employees.

Fifth tolerance group

As a rule, it has engineering and technical personnel. This is the most high category, the presence of which gives permission for the management and disposal of tasks on equipment under any voltage and the performance of the duties of the head of the electrical facilities.

Where they rent for an electrical safety group

Passing the exam for groups 2-5 of electrical safety clearance takes place in the division of Rostekhnadzor, which conducts training and certification of employees.

Training is carried out in the direction from the enterprise, in which it is necessary to indicate:

  • the position of the employee;
  • his work experience in this position;
  • required clearance level.

Some organizations have their own standing committee. She takes exams and submits a draft order for the assignment (or improvement) of qualifications to the management. The committee must include:

  • chairman with electrical safety approval 5 (at voltages above (up to) 1000 V) and 4 (at voltages only less than 1000 V). As a rule, this is the person responsible for the electrical part;
  • vice-chairman;
  • secretary;
  • at least 3 committee members.

After completing the training program and successfully passing the exam, employees are assigned categories of electrotechnological personnel (from 2 to 5). The corresponding mark is made in the certificate, the form of which is presented in Appendix No. 3 to the Rules for labor protection during the operation of electrical installations, approved by Order of the Ministry of Labor of the Russian Federation of July 24, 2013 No. 328n. The exam is held:

Who is responsible for electricity?

The person responsible for electrical facilities and his deputy must have tolerance group IV if the company has electrical installations with voltage up to 1000 V and tolerance group V if there are electrical installations with voltage above 1000 V (clause 1.2.7. The regulatory document allows not to appoint a person responsible for electrical facilities in cases where the company does not have equipment powered by a network with a voltage above 380 V (clause 1.2.4 Etc. dated January 13, 2003 N 6 PTEEP).

What is and who conducts training in electrical safety?

Assignment of group I is carried out in the form of briefing, special training for personnel is not required.

The briefing is conducted by an employee of the company with an electrical safety group of at least III. This is usually the person responsible for the company's electrical facilities.

Registration of the assignment of group I is carried out in the "Journal of accounting for the assignment of group I on electrical safety to non-electrotechnical personnel."

For the initial admission group II, personnel with secondary education or without secondary education must undergo training in electrical safety at the training center under the program "Norms and rules for working in electrical installations" in the amount of at least 72 hours and pass exams in attestation commission Rostechnalzor.

Those who successfully passed the knowledge test are assigned the II group of admission and a certificate of the established form is issued.

How often is the group confirmed?

The next test of knowledge of personnel with qualification group I is carried out annually.

The next test of knowledge of personnel with qualification groups II-V is carried out:

  • for electrical personnel directly organizing and carrying out work on the maintenance of existing electrical installations or performing adjustment, electrical installation in them, repair work or preventive tests, as well as for personnel entitled to issue orders, orders, conduct operational negotiations - 1 time per year;
  • for administrative and technical personnel not belonging to the previous group, as well as for labor protection specialists admitted to inspect electrical installations - 1 time in 3 years.

Important! Do not miss the deadlines for the next electrical safety certification, because if there is a break between knowledge tests for more than three years, the group is lost forever and you will have to start over again, with the assignment of the II tolerance group (p. 1.4.19. Etc. dated January 13, 2003 N 6 PTEEP).

When changing jobs, the employee must undergo an extraordinary recertification to confirm the current group and receive a certificate indicating the new job and position. Certificate with previous place work at the new place of work is not valid.

An employee can take another test of knowledge both in a training center and in a commission formed within the company.

The commission must consist of five people, three of whom (including the chairman) must be certified by Rostekhnadzor. As a rule, the person responsible for electrical facilities is appointed as the chairman of the commission.

When conducting a knowledge test, at least three members of the commission must be present, incl. chairman.

Knowledge testing is carried out according to developed and approved programs, taking into account the specifics of the enterprise.

Confirmation of the admission group responsible for electrical facilities is carried out only in the commission of Rostekhnadzor.

How to improve the electrical safety team?

Checking the knowledge of employees is divided into primary and periodic (regular and extraordinary).

The primary knowledge test is carried out for employees who first entered the work related to the maintenance of electrical installations, or when there is a break in the knowledge test for more than 3 years; next - in the manner prescribed in clause 1.4.20. Etc. dated January 13, 2003 N 6 PTEEP); and extraordinary - in the manner prescribed in clause 1.4.23. Etc. dated January 13, 2003 N 6 PTEEP).

At the request of state supervisory authorities;

What threatens the employer if employees are not trained in electrical safety?

An employer who allowed uncertified personnel to perform work in electrical installations may be subject to administrative punishment.

From article 9.11. Code of Administrative Offenses: “Violation of the rules for the operation of electrical installations entails the imposition of an administrative fine:

For officials - from 2000 to 4000 rubles;

For persons who carry out entrepreneurial activity without forming a legal entity - from 2000 to 4000 rubles or administrative suspension of activities for up to 90 days;

Officials who are obliged to organize timely training and ensure proper access to work for electrical and electrical engineering personnel are the head of the company and the person responsible for electrical facilities (clause 1.2.9 Etc. dated January 13, 2003 N 6 PTEEP).

The rules divide all workers into two main categories: those who in their work do not deal with electricity are more difficult than turning on the light in the room or a working computer, and those who not only operate electrical appliances, but also service them (connect, repair, configure etc)

Employees who do not work with electricity are called − non-electronic personnel.

Those who work with electricity (electricians, electricians, etc.) belong to electrical personnel.

If the main component in the technological process is electrical energy (welding, electroplating, etc.), then such workers will be called electrotechnological personnel. Since there is no difference between the last two categories in terms of the requirements of the rules, both of them can be called electrical personnel.

In turn, electrical personnel is divided into:

Administrative and technical personnel- managers and specialists who are responsible for organizing technical and operational maintenance, carrying out repair, installation and commissioning work in electrical installations.

Operational personnel - personnel carrying out operational management and maintenance of electrical installations (inspection, operational switching, preparation of the workplace, admission and supervision of workers, performance of work in the order of current operation).

Operational maintenance personnel- repair personnel specially trained and trained for operational maintenance in the approved scope of electrical installations assigned to them.

Maintenance staff- staff providing Maintenance and repair, installation, adjustment and testing of electrical equipment.

This information must be indicated in the certificate for the electrical safety group of the employee.

Electrical Safety Groups

1st group

Non-electrotechnical personnel are assigned the first group. These are persons without special electrical training, who have an idea of ​​the danger of electric current, who know the requirements of the instructions for group I and who are able to provide first aid.

Electrical safety group I is assigned to an employee after a briefing with him. This training takes place once a year.

The briefing has the right to be conducted by any person who has the 3rd electrical safety group or higher (this does not even have to be an employee of the enterprise).

The only case when an employee belonging to non-electrical personnel is assigned not the first, but the 4th group, refers to a labor protection specialist. If a labor protection specialist is given the right to inspect electrical installations, then he needs more in-depth knowledge of the subject. However, he does not receive the right to work in electrical installations, as well as the right to conduct briefings for the 1st group (this requires an employee with a “working” group).

The 4th group of a labor protection specialist is assigned immediately, bypassing the previous ones.

The remaining groups are provided for electrical personnel who are allowed to work in electrical installations.

2nd group

Employees with the second electrical safety group may approach live parts. They should have a basic technical knowledge of electrical installations and be able to provide first aid.

If the employee did not previously have any group and special education, then he can receive the 2nd group by undergoing training at the training center. The duration of this training is 72 hours.

3rd group

Employees with the 3rd group must have elementary knowledge in electrical engineering and familiarity with the device and maintenance of electrical installations up to 1000 V. Be able to supervise those working in electrical installations. Know how to provide first aid to an injured person.

4th group

These employees are required to know the device of the electrical installation, the location of the elements of the electrical installation. Be able to find the elements of the electrical installation, organize the safe performance of work in electrical installations up to 1000 V and supervise them. 5th group

Employees must be able to organize safe work and supervise work in electrical installations with voltages up to and above 1000 V, be able to train personnel of other groups and provide first aid.

The assignment of groups to electrical personnel proceeds sequentially, starting with the second. The groups are confirmed every year, which is recorded in the register of the assignment of electrical safety groups and the employee's certificate.

Among the requirements under which an extraordinary knowledge test is carried out, there is no requirement related to a change in the place of work. Thus, the group assigned to an employee is valid for any employer.

If after a year the employee has not extended the group, then he loses the right to work in electrical installations until passing the knowledge test. If he has not been confirmed within 3 years, then he loses the current group and he needs to start receiving groups again from the second. From here it follows that a labor protection specialist can extend the 4th group every three years, since it did not give him the right to work in electrical installations anyway.

After assigning a group, an employee needs to work in it for some time, depending on his education (see table), after which he can increase the group by one. The training period before the promotion of the group is 36 hours.

Promotion and validation of groups should be easier since the worker already has basic knowledge and no experience. As a consequence, the higher the group, the cheaper the training should be. However, if we look at the rates in training centers, we see a fundamentally opposite picture. The higher the group, the higher the cost of education. Such a "price tag" is formed today by the widespread practice of "crust trading". In which it is not the learning process that is more valuable, but a higher group.

For people who work in an enterprise with various electrical devices, it is necessary to be properly and professionally prepared for this kind of work. Electrical personnel must have qualifications, the level of which is determined by the electrical safety tolerance groups. Each of them has its own specifics and, accordingly, certain requirements, which are also related to the requirements for admission. In addition, each group indicates what level of knowledge an electrician has on safe work with electrical equipment. What are the categories and who assigns them? 1 group (initial)

It does not require special training or education to obtain it. It is enough to pass a briefing and a small oral or written survey. A specialist with this category can independently work with equipment up to 1000 volts or be part of a team that works with installations of more than 1000 volts. Then in the certificate he will have a mark “up to and above 1000 Volts”.

4 group

With this class, an employee can work with equipment whose voltage is higher than 1000 volts. Such a specialist can be responsible for electrical facilities and teach young employees what electrical safety is and how to repair and maintain electrical installations.

Admission can only be obtained by an employee who has a third category and has worked in a position for at least three months. If there is no secondary education, then a minimum of six months is required to obtain admission.

In the exam, the requirements for the employee are increased and more stringent. They check for knowledge of electrical engineering for all vocational school courses. In addition, you need to know everything about electrical safety and the provisions of the PUE, know how to operate and maintain electrical installations. Also, the employee must be able to read electrical diagrams that are located on his site. 5 group

This is the highest category and its presence gives permission to manage and manage tasks on equipment under any voltage and perform the duties of the head of the electrical facilities. Electrical safety and access to it is carried out through certification and knowledge testing. The specialist must know what electrical safety is, be able to read diagrams, identify a malfunction in the equipment and be able to correct it correctly. In addition, he must have knowledge of the frequency of scheduled and unscheduled tests. The specialist receives admission to the fifth grade after three months of work with the previous category, as well as practical work by specialty.
